Following the general collapse of national governments in the Americas, anarchy spread like wildfire. The once proud cities descended into mindless barbarism, and small communities struck out to take the biggest piece of the pie that they could. Mass starvation and plague became a serious possibility, prompting a a group of once prominent businessmen and statesmen to hold a meeting in Managua.

The decision was made that for the continued survival of the American continents, perhaps even the entire human race, order needed to be established, and the infrastructure and economy needed to be rebuilt. To that end, the Managuan Economic and Defensive Initiative was founded, basing out of its namesake city. Using arms left behind by the defunct Nicaraguan government, MEDI struck out to pacify surrounding territory and begin the rebuilding effort.

MEDI is an unusual nation, if you can even call them that. Their infrastructure is well-maintained, and many people have running water, access to medicine, and even electricity in some places. The economic situation is healthy, and while food shortages crop up, they are far less severe then in other nations.

Their successes in infrastructure and economy doesn't change the fact that they are more or less an authoritarian government. Using their well-trained and well-equipped forces to restore order is not unheard of, and any ideas that go against MEDI policy, such as communism, are heavily repressed. Otherwise, civil rights have been largely ignored by MEDI high command, as the current policy gives priority to economic security.
 
Right! Pacong, the Malay peninsula is such a natural boundary between us. Until you are spilling off your islands (Sumatra included, I'm not, like, mean), please keep away from it or the islands and land west of it.

We are open to you occupying Rangoon, but would greatly appreciate that you concentrated on those other dozen cities first. Greatly.

For the record, we are not laying claim to the peninsula - we are suggesting that it and perhaps inland Siam would serve as a useful buffer zone to decrease tensions. This buffer zone could, of course, be moved, but as the revised zone would probably include Rangoon, then no Rangoon.

the King of Cyprus would want to spend the first couple years improving the lifestyle of its own 900.000 citizens. we did just brutally conquer the island, and now we have to fix the damages, and improve the standard of living.

all 14 EPs will be spent doing just that.

And now for something completely different

During the terrible final days of the 'dying years', as starvation and food riots spread throughout Southeast Asia, as first the great flu pandemic and second the Australian ‘Quiet Death’ pummeled the vestiges of human, as we fled the hollow and lifeless cities and fought over the remains of farms rendered suddenly less productive with the loss of oil-based fertilizers and mechanized equipment, the Great Prophet was still but a man. This was back when he was known only as Iskandar. Some say these are the days that changed him, and certainly the anti-prophet, his eldest son, Sukarno, claims he was involved in one of the American/Japanese sponsored longevity-vaccine studies conducted in the Philippines. And while this would explain his nearly inhuman longevity and vitality, none know for certain except he Great Prophet and he doesn’t speak of it.

It was around this time however that God began to speak to the Great Prophet and he took his present name, Jalan Kecil (the way). God revealed to him his Great Plan for him, laid out his duty: to serve as a Prophet, a teacher and as his messenger during the end days. He also began to reveal to Jalan Kecil the Jilid Jalan, the holy scriptures of that came after the old testament of the Jews, the true gospels of the Christians, and the Koran of the Muslims. The Jilid Jalan are a guidance for man during the end-times.

During this time, society was fracturing rapidly, men of violence and without conscience grabbed what power they could as governments collapsed and the power vacuums arose. Fanaticism in all faiths spread throughout the population as everyone thought the end of man was nigh. The vestiges of military and navy turned to banditry and piracy. Everywhere there was strife and death. The Great Prophet spoke. And the people, men and women of power and influence, as well as the chosen amongst common men, were revealed the true faith and knit them together in a secret society dedicated to God’s Work. His teachings were illuminating, his plans and manipulations intricate and decisive, and soon a growing network of followers spread throughout the guarded farming collectives, the pirate and bandit bands, the remnants of national government and militaries, and even the other major religions. Their influence was subtle, but firm, imperceptible but instrumental. More and more were brought to the faith. The society grew. The names of those who opposed the will of God were marked in the Jilid Terkutuk, the Book of the Damned. And when it came time for the faithful to reveal themselves, they do so in a way that brought the name, Pacong to the lips of all the world, far and wide. The night will be forever known as the ‘Rembulan Pisau’ (the Moon of Knives). In one fell swoop, Jalan Kecil’s elite death commandoes, the Fedaykin struck far and wide, taking the lives of over 3000 men and women who’s names had been recorded in the Jilid Terkutuk. The Pacong had arrived.

Under a shadowy faith, who’s exact leadership, teachings, and reach were (and are) kept purposefully vague and secret, the people of Southeast Asia stretched from Burma to Vietnam, from Indonesia to Papua new Guinea and all the lands within, were suddenly united. Secrecy, fanatical faith, and fear, in combination with a unified government willing, and able, to provide order, safety and food security were a powerful combination and the new government/faith proved both highly popular and highly successful. Not all were convinced however but the fear of having one’s name added to the Jilid Terkutuk was usually enough to silence most dissension. Indeed, the fear that one’s neighbor was an informant for the terrible Fedaykin permeated; many were. Those who spoke out against the new order would disappear suddenly overnight, with no explanation, and no body to be found.

With the passing of time, the Great Prophet Jalan Kecil continues to lead, and he is known to be over a hundred and forty years of age. His wives number more than 700 and he has thousands of children and several thousands of grand children. The Pacong faith continues to be revealed in the Jilid Jalan (holy book), chapter by chapter, in a manner similar to how the Koran was reveled to the Prophet Muhammad (PBUH). It is a living, and evolving faith and its teachings are said to be prescient. It is taught that only when the Great Prophet finally passes away will the teachings solidify, but in a form that is said to also be dynamic and evolving.

From the teachings of the Jilid Jalan comes the Hiddup Hukum (life/existence- law/verdict), the shadowy laws by which the secret priesthood rules. While much of what is revealed is common knowledge, some is secret, known only to the more initiated, such that both government and laws are stratified based on religious dedication and the will of the highest echelons.

Ultimately the Great Prophet Jalan Kecil rules absolutely, his holy, God-given authority unquestionable in every way. Those who serve him are unknown, though the power they wield is very concrete. All comes from the Great Prophet and all belongs to him, for his way is salvation and to ignore his will an affront to God (and the fanatical death commandos, the Fedaykin).

You cannot defy the will of GOD with petty claims to the people and lands that must necessarily be brought to the FAITH.

I will clarify, Civilian vessels are ships owned and operated by civilians or corporations, merchant ships fall under this category as well. Government ships of all types however need to be checked out first, however ships marked for exploration will be able to be waved through unlike ships marked as Military. However it is also on a nation by nation basis, so far the Caliphate does not discriminate against any nation.

Well, we are sending out several lightly armed exploration ships (pirates can be pests) clearly owned by Cyprus for exploration and to contact other nations. sadly, the King will not be on it as he is needed for more *important* things.
