I fail to see how that's either Funny or a Political Cartoon.

There's no argument that it's political, and I can see why people would think it is funny. But "cartoon" in this context implies a particular style that is associated with certain pictures in newspapers. Almost all images in this topic (and its 13 forebears) either were in a newspaper or The Onion imitating a newspaper.

The joke is Sutton is pretending to be Ben Garrison, so it's mostly the irony factor.
