Why not? It's actually from my current game: normal speed, standard size fractal, huts+events off, random personalities + choose religions on. Unmodded apart from BUG 4.4, haven't WB'd or changed anything else. What's wrong?

I would say it is the 11 AIs who are either currently in a war or are planning a war (the red fist to the right in the scoreboard - provided by the BUG mod).

If you look at the map, he has conquered what is roughly the RL German Empire, although I think that he might have conquered an area just South of Tanganyika instead of conquering Tanganyika itself.
