Maybe you played a game hosted by someone else and that person gave a Warrior the City Garrison I promotion using the World Builder? Said Warrior would have later been upgraded by the AI.
Regardless, at least Roose is totally wasting the promotion by sending that unit out into the field.

It was on offline, single-player game so that couldn't be it.

There's a quest that gives city garrison I for all melee units.

Exactly. Mao is still Mehmed's enemy. Mehmed accepted his capitulation not because he wanted to make nice but rather because he achieved his objectives with limited fighting. But Mehmed still wants to keep Mao from progressing.

I think the funniest thing in that screenshot is snakeseare's leader name. I can just imagine Mehmed saying the same thing to Mao next. "We would encourage you to stop trading with our bitter enemy- DERP!"

No no Rags, Shaka, Toku and everyone else not shown as Vassal got killed outright and me and my Vassals Boudica, Genghis, Ham, and Monty took there land and burned there bad cities.
Not listed is Zara killed early in the BCs by me and Bull who was @ war with everyone else (16 Civs) and killed by me and my 4 Vassals and Stalin killed by me and my pets for building the AP.
And note Toku and Izzy were both Capitulated Vassels of Julius. I made sure to kill him first so they would break free. He was stupid enough to declare on them when they did taking up even more of his and there units.
Enlarge the pic and note the mini map to see all of mine and my pets ending land. I won Conquest due to so many of the cities still being in revolt when the last other AI fell. I would have obviously got domination had I been a few turns slower. But with Monty, Genghis, Ham, and Boudica as pets I had to work fast to keep them under my thumb by taking more cities then them.
