He was probably commissioned to produce the list by some prince. Then he discovered that that prince's wealth would put him at the bottom in the most insultingly named position (or perhaps not be on the list at all) so he manufactured reasons to delay the list until it was too late.

Or, knowing the thread the image came from, he was too busy wrestling with a python to produce the list.
 
Here's one. I just destroyed the British civilization, but the word has not gotten across the ocean yet. This dude is warning me "Watch out for our worst enemy Elizabeth -- she can't be trusted." I guess she can't be trusted to come back from the grave and wipe us out.

Pffffft Channel Tunnel, if even France and England can do that it isn´t going to be a problem for Spain and Netherlands. In the Caribbean in 1630 over three islands no less. AND THROUGH A MOUNTAIN! Talk about engineering skills...

So a volcano conducted a tile sabotage mission into the adjacent enemy borders and you get the message, "Your Mine has been destroyed." Weirdness all around.

Asoka becomes Joao's vassal, even though he is only about two hundred points below. I found this more strange than funny, because he is entirely capable of "Doing fine on his own". Is this common?
 
The decision to become a vassal is largely based on 'war success' scores and relative power ratings.

Asoka just lost units very badly without losing too much land, that's all. It happens from time to time. You can make it happen intentionally too if you want a stronger vassal.

You get this if the mountain that became the volcano is in your cultural boundaries. All the improvements destroyed are called "yours" even if they are in a neighboring empire.
