US wouldnt work, the economy is a little to sluggish right now to raise the funds.

I think your best bet is to gift some resources to Pennsylvania civ and get them to DoW on NJ. After they waste their stacks on each other, just move in and raze it, problem solved.

That's what we ar etalking about with teh Freedom Tower (For non-American's, that's the replacement for the destroyed Twin Towers).

To understand what's going on, consider the following requirements BY FEDERAL LAW

1) Each part must be manufactured in the United States. Unfortunately alot of those parts are not made here anymore, there the companies must be restarted (can you say taxation!) to build the parts.

2) A special convoy of trucks must bring all parts for storage into a Brooklynn warehouse.

3) Every copper pipe to be used in the building's construction MUST be continually monitored by a video camera INSIDE the pipes to prevent any tampering with it.

I could go on, but why. Suffice to say trying to culture flip the SoL back to the civilization of NY is like trying to culture flip a city in 3000BC by starting to built the 3-G Dam (if you could build the damned thing). Best to mount my force of lawyers and construction workers on garbage trucks, cross the Gearge Washington Bridge and take the damend thing by force. I may actually resist my initial urge to raze NJ and simply absorb it!

Noobs! Don't you know that culture has a hard time passing water? Why make cultural buidings in a island city ,for heavens sake? ( not to mention to make SoL in a tiny island )

What you need i s to move all that produces culture to the continent part of NY ( don't remember the name ATM ) and forget about pumping culture in Manhatthan.
