Where is your evidence that tweet is meant as anything but serious? Does Ben Shapiro have a history of denouncing Israeli settlements and racism the way I have a history of denouncing actual gulags, the people who build and run them, and the people who think they're a good idea?
It seems like a riff on the fact that Palestinian nationalists seem to value their cause over their actual welfare and the welfare of Palestinians in general. If I was running, say, a racially divided prison, my comments about what to do about the black people wouldn't apply to black people in general. It means 'these black people.'
