I guess it's not about corruption :D?
There are those who would say it is the greatest corruption of the system.
 
Economic or cultural?
 
So it's not about money, but maybe something about # of representatives in some Western organization?
 
Second clue:
Since I posted this thought of a change I could make to make the map a more useful representation of the world. This is the same as before, but with the denominator as an integral with respect to time rather than a single time point.

I mean, not to be politically incorrect, but Chad isn't exactly a paradigm of something positive.

Definitely economic, but not exactly a typical economic measure.

The legend is on the graph? Those are the real numbers, but I would not expect them to be much use. 4e-05 means 4 * 10 ^ -5. You touch on a big clue, if you find top of the scale you will be get some useful information.

Chad is the 3rd lowest.

No, nothing like that.
 
To clarify my comments on economic and corruption:

No one, when presented with this data, would say that it is principally a measure of economic corruption.

I THINK almost everyone here when answering "Economic or cultural?" would say economic, but thinking about it it is possible some of our more right wing posters would say cultural.

Most people would have just said No to "it's not about corruption". This is not breaking laws, and we all do it. However I could make a case that the distribution shown here is demonstration of the corrupted system.

No. It is not UAE that is highest but the second highest. United Arab Emirates = 2.298227e-05, Highest = 4.055367e-05

Is it the rate of something being consumed?
That is not what is being displayed, but it is directly linked to that.
 
3 hours and no response. OK, first clue:

This is a really easy one. About 1000 times easier than last time. (note: 64% of statistics are made up one the spot)
What I meant by this is that it is a very high prominence measure. It is unlikely to be presented in this form, but the underlying feature that is being shown would be mentioned on the news quite frequently.
