If it were Olympics, the whole of United Kingdom would be blue (London 2012 Summer Olympics). So I guess it's just Football, not FIFA as Poland/Ukraine are blue because they are Hosts of European Championship 2012 will be held there. Fits also with Russia and Qatar. Not sure about Scotland there. Might be U-21 Championships? But it also goes just to the Future, as South Africa isn't blue f.e. Brazil as holder of the WC 2014 doesn't show as well, which makes it confusing. It certainly looks football related, but I don't get it...

EDIT: The map also doesn't have Denmark, where the U-21 European Championship is about to start, so I guess the whole football thing is just a big distraction or the criteria are really really strange...

There are just so few things for which Scotland is considered separate from the rest of the UK that I have to assume sports related.

The only other thing that sprung to mind was Scotland got the Scottish Parliament in the late 90s, and Qatar got some legislative reform recently. But then I'd expect Wales to be highlighted as well.
