I think I spent longer trying to discern which island was which than it took to guess the map.

Well, there is seven of them. And with some stretching calling them the seven strongest nations in men's soccer may be a defensible claim. It's also apparent that the more insignificant nations are in soccer the bigger their number (for better or worse).

So it could be some movement on some ranking thingy concerning international soccer. With much of the top staying the same (i.e. a short term thingy, maybe changes over the last year or two or something). Italy and Uruguay could be a mere -1, France and Croatia +1.
