The darker the more. White state means nothing there. Alaska and Hawaii are white.
This should not be to difficult I guess.
 
I can't do it when it is just America :sad:
 
It is not just population but it is not just a coincidence either that states with a high population score high on this map too.
 
It looks like population except Florida is darker than New York and Texas. Something related to population maybe.
 
Elderly people?

EDIT: That doesn't make much sense on second thought :p
 
Nothing right so far.

There are eleven different shades of grey. Each shade stands for one absolute number, the darker the higher. White stands for 0. California is the darkest shade but it would be even darker if this was possible.
 
It is not political nor has it do with consumption.
One more hint:
I only colored the states but Washington, D.C. would be the same shade as Tennessee, North Carolina, Wisconsin, Maryland and Georgia.
