Darker colour is more time… average (per state) time between calling for an ambulance and its arrival?

Or have I simply just made an onager out of myself?

France, Poland, Turkey and Scandinavian countries are unitary states, half of scandinavian countries are monarchies and germany is un-presidental as it gets.

Besides, we are looking for a scale.
 
It does look like a map indeed made of very limited data, and probably many other countries could have been colored in some of those shades. I mean is there any special reason to have Japan, next to having nothing in Africa/SouthAmerica/EasternEurope*/SouthernmostAsia and so on?

*Apart from Poland :jesus:
 
I'm pretty sure if every country were colored, Japan and South Korea would still be towards the back of the pack.
 
Is it related to urbanization?
