Guess the Map V: A Map is Worth a Thousand Words

Number of claims to greek territory.

Tastiness of kebabs !

Hongkong is in, so it is either something of the past (pre July 1997) or it is related to something Capitalistic (Free Trade zones?)

That's Macao, not Hong Kong.

And no, it's none of the things anyone has guessed yet.

Gasoline taxes.

edit: US is too high for that, dumb guess.

Canary Islands being separated is a bit odd.

Spoiler :

number of large protests a year?

Turkey's got a massive army, and Mexico also has mandatory service and a large population, does it have something to do with military service rates or total troop numbers?

Hint Number 1: These are numbers, not percentages. There are betweeen 1 and 5 of these things in the red countries, between 6 and 10 in the orange countries, et cetera, assuming my data wasn't wrong and I didn't miscount anything. There are 0 in all of the countries that are grey.

And, because most of you figured that out, I'll also say that this isn't a map of something per time frame, either.
