If you've ever bothered to raise a Pikachu into the 50s, you'd have seen just how crappy they are. They're nice for torpedoing Pidgies and crap but they can't swing it with the big dogs; er, mice. Hell, even Red's LV 88 Volt Tackle is nothing spectacular, comparatively speaking.

Add a Light Ball to your Pikachu. It doubles Pikachu's (And not Raichu's) attack and special attack. Pikachu turns from a mediocre Pokémon to the biggest example of a glass cannon in the entire series.
