How to freez environmental animations only

First off all, I hope this is the right place to ask this question.

Is there a way to separately switch off environment animations (mines, resources, mills), but to keep unit animations running?

Especially in the late game, my frame rate becomes extremely low. I'm guessing this happens because there are more animated objects displayed at the same time, then before.
But some MOD's (FFH, FF) I do usually play, are requiring animated units to correctly display the most units.
Just using the "Frozen Animations" button in the games graphic menu, would therefore not cause what I want.

My System: Vista 32 Bit; 1,6 GHz dual core; 3 GB Ram; GeForce 128MB shared Memory; Laptop

P.S. I can do some XML work,
but have no idea about Phyton issues.
