Silence.
A slam.
A scream.
A roar.
The sound of a drakon's glands sparking and igniting a flame.
More screaming.
Silence.

A courier drayk frantically flew into Akhari Blaze's chamber in Burwood, shouting, "Leader Akhari! Leader Akhari!"
The drayk's shouts broke Akhari's trance-like state, and the drakon grew irritated at this interruption. He rose, breaking out of his meditation. "Yes?"
The drayk stopped to catch his breath. "Urgent news. There has been an assassination attempt on Ghaldring."
Akhari's eyes glowed bright red, and sparks appeared at the back of his throat. "Lead me there," he growled.

Ghaldring's sleeping chambers in his house were a mess. there were scorch marks all around the room, a body with a knife in it, a second body that was seriously burned, and a larger mess than normal for the newly appointed Steward of Taestria. Ghaldring strode through his room as if nothing had happened, working away at running the nation's finances.
Akhari asked, "Surprise guests in the middle of the night?"
Ghaldring nodded, his eyes darting across calculations. "Indeed. He needed some cooking done for him, buy I guess I did it a bit
too well..."
Akhari smirked. "What do we know about the assassin?"
"Quite a lot, considering his current...state." Ghaldring turned towards the not-so-charred body, and pulled the dagger out. It seemed puny when it barely extended beyond the length of a talon. "Puresteel blade. I know of only two sources in the world for this, and one happens to be in Poryphra Province. That one is sealed off, and only accessible to make weaponry for the drakons."
"And the other?" Akhari inquired.
"In the Greyghost Mountains." Ghaldring's face implied what he meant.
"So it was either one of us, or the Unenlightened." Akhari's eyes faintly glowed a reddish color.
Ghaldring solemnly nodded. "The former is factored out. Salassar is the only being in this world who could want me dead, and he would never be so low as to use an assassin. He's going to challenge me one of these days, I swear."
"And you are sure that the Shapers are all dead?" Akhari seemed worried at the prospect.
"Indeed. I made sure of that." A new drakon entered the scene, almost invisible until he entered the light.
"Ah, Spymaster Chon-Rhyss. Welcome," Ghaldring stated to the newcomer. "I assume you got the message I sent."
The spymaster nodded. "Indeed. I will investigate this, and then report to the council meeting tomorrow."
"Very well then. I will leave you to it." Akhari Blaze bowed, and left.

Southforge Citadel, Burwood Province
Akhari strode into the Council Room, flanked by two drayks in gilded armor. "Osissess, Ssaroyen, you are dismissed." The two drayks left him, and waited outside the door. With the influx of new provinces, the size of the council had drastically increased. Seventeen other drakons stood in the room, chatting about various things. Akahri tried to draw their attention, and only got the attention of Salassar after three tries.
Salassar immediately roared, and the whole room fell silent. "Thank you, Representative Salassar," Akhari nodded. He walked to his platform while talking. "Welcome, representatives, to the fourth official Council meeting." As usual, the drakons wandered to their platforms. "To begin, I would like to first introduce our new Steward, Ghaldring, who was taught by the Sorceress herself. He will be helping organize our economy and spending. Also, Chon-Rhyss, a new representative and veteran of the Rebellion, is our new Spymaster. I personally saw the things he organized during the Rebellion, from as small as ambushes to as large as The Dillame Uprising." Mentions of that event caused murmurs through the room in remembrance of the event. "He will organize our intelligence operations and investigations. Speaking of, I direct this towards him for the most important thing that has happened in the last 48 hours."
Chon-Rhyss bowed. "Thank you, Leader Akhari. Early yesterday morning, as we all know, there was a failed assassination attempt on Ghaldring. My operatives have been working on tracing certain artifacts, and almost every one points to the lands of the Unenlightened. There is a high chance that it was one of their agents."
"A
chance?" Salassar interrupted. "What is the other possibility then?"
"Shapers," Chon-Rhyss stated. "But I highly doubt any escaped. First, there were no traces of Shaper essence on his body. Second, I highly doubt any Shapers survived. We killed every one of them, to make sure that their kind never rises again."
"Then I guess we have no choice," Akhari sighed. "I propose a Declaration of War upon the Unenlightened, for infringement upon the honor and attempted assassination of a Representative of the Imperial Republic of Taestria, and for claiming former Shaper lands which are rightfully ours."
Every drakon voted aye, even Salassar.
"It is settled then," Akhari stated. "Send a courier drayk to the Unenlightened, informing them of our declaration of war. Send courier drayks to each of our allies, all across Europe, to each province, and to Veterisne, informing them of the news."
"Veterisne?" Ghaldring asked, curious.
"Yes. I have been in contact with their leader about their situation," Akhari explained.
"As you wish," Ghaldring nodded.
"I think that wraps up the majority of the meeting. Karikis, Salassar, Chon-Rhyss, please meet me in the map room for further planning. Otherwise, this Council meeting is over, barring any new updates."
The drakons slowly filed out of the room. All that was left were shadows.
And a man.
He swiftly and stealthily left.

The Red Flagon, inside Burwood
A man in a dark blue cloak sat in the corner of the inn, mostly hidden in the shadows. Soon, another man, this one in a dark red cloak, appeared with two flagons of ale. The crimson-clad man asked, "Care for a beer?"
Remembering the code words, the man in a blue cloak nodded and replied, "Only if you're paying, Alwan."
Alwan set the flagons down, smirking beneath his hood. "They suspect
nothing, Crowley."
The blue-clad man sounded shocked. "You're joking!"
"Nay, Crowley," Alwan continued to smirk. "I just listened to their whole Council meeting. It's a shame that Shaper Mars died and failed, but our essence-obscuring worked, and the clues we intentionally left worked. War with the Unenlightened."
Crowley barely restrained himself from cheering. "Perfect! Now we can remove the second biggest threat to complete annihilation of the Shapers, distract the biggest threat, and regain everything that we hid in the Greyghost Mountains!"
Alwan raised his flagon. "To Mars, and for the Empire."
Crowley echoed the statement, and drank half the ale in his glass. "Good stuff. Now, I will go inform the rest of the men, and start preparations. Until tomorrow, Alwan," Crowley saluted as he walked away from the table and strode out into the night.
Alwan finished his ale, and soon followed, heading towards his own home.
The Empire will live, he thought happily.
