Rasul Iqbal stares at the report for a long while. He picks it up, flicks through the pages, and places back on the desk.

His initial reaction is surprise, then shock, then fear. Kashmir is a cherished Blue Zone. How can there be Abhorrants roaming around?

He looks at the date on the report. It was dated over six months ago.

"And why am I only informed of this now?"

"Actually, sir, you're one of the first people to know. This file belongs to one of the victims in the Islamabad murders. Police looked through his history and found he was involved with some big-league Islamabad criminals. And they found this yesterday when they searched his house."

"Does the President know?"

"Rajiv sent a copy to his office this morning..."

As if on cue, the Prime Minister's phone rings.

"Salam, Mr. President... yes, I have received my copy... yes, yes... right away, Mr. President".

The Prime Minister of the Republic of Kashmir stands up, looking suddenly animated. He turns to his advisor.

"Let's go."

Petrograd once again reiterates to the Marian Federation: Retract yourself from the borders of the Brazzaville city-state in the name of world peace or face dire consequences. It is the Marians who are pushing the boundaries of hostility, of bringing up vague paranoid ideas of other states clandestinely acting against you out of thin air, and it should stop now before the results of your actions become catastrophic.

The Petrograd authorities grant the government of Brazzaville a sanctuary in order that they may carry on their government duties if the worst (i.e. Marian consolidation of the Brazzaville territory) continues.
 
The Sombrist regime, possibly facing action from a Quadruple Alliance of Monaco, Petrograd, the NCSA, and Cantabria, announces that its citizens have nothing to fear. A "backup plan" has already been drafted, and any escalation in tensions would not be in the interests of Sentient kind.

There is no instability whatsoever. Instability means people are being mauled in the streets and the government could change a moment's notice.

Technically, our forces haven't even entered the city; the threat of force is preferable to use of it. We have merely cut it off and asked the Brazzaville government to make the sensible decision to surrender - they cannot possibly win.

Racial tensions are not fictional in the least. Humans had their own fair share of tensions, but with Kaetif added to the mixture, things are even worse. There are states that actively persecute individuals for who or what they are. These states are who we stand against.

Anyone in Brazzaville who doesn't wish to live in the Federation will be free to leave. The government may even subsidise this emigration, except to Petrograd. This is an extension of the earlier visa ban.
 
Should a peaceful solution not be met, The Kingdom of Konchasa is willing to take any refugees from Brazzaville. They will be re-settled and made full citizens of the Kingdom.

The Hetmanate roundly condemns the Marians for their unprovoked and unwarranted aggression against Brazzaville. As the city-state is effectively Marian-dependent already, annexation seems little more than a power grab.

As a result of heightening tensions, the Hetmanate will begin delivery to Pacifistan this week. Elements of the Black Sea Fleet will be moving to join the escort; the ships expect no trouble passing through the Strait of Gibraltar. We must respectfully decline Hong Kong's offer of aid, under the circumstances.

Any threat to land or sea convoys will be met with lethal force.

In other news, Petrograd and the Hetmanate have agreed to a joint venture to protect the Don River Independents against Abhorrent encroachment by establishing a locally-garrisoned emergency response force. To this end, the Hetmanate permanently allocates 1 XP to the state's defensive rolls.

We would like to help against the Abhorrents, although we probably needed to be educated about them first due to our pristine and bountiful land, free of radiation and horrors. Engineering squads are being prepared to any nation who will accept it, with one free squad available for anti-abhorrent fortifications per nation bordering these menaces.
 
The German Republic stands by with the other nations condemning the Marian aggression. Especially the lynching of humans. We cannot stand idly by while humans are cast into a genocidal machine of the Marian agression.

Would the Hetmanate be interested in joining the Anti-Abhorrent League? It would be a valuable member and would serve the greater good of protecting humanity.
 
While we admire the League's initiative, we regret to say the current demand on our military assets would render us ineffective in all but a consultative role. We can, however, offer our overseas bases as launching pads for League missions, at least for those member states with whom we have negotiated open borders.

Brazzaville: Our response? The Marians guaranteed us independence. Now they renege on this promise on the basis that we did not renew their commitment; never during the past months were we informed we had any duty in maintaining the pledge, beyond the obvious show of good faith.

When we were free to speak, we had no need. Now that we have need, our response is to be given under coercion.
 
The Federation, despite the rising tensions, has agreed to let the Hetmanate's shipments of materials for the SDI program through the Straits of Gibraltar. Petrograd's usage of the Canal has been restricted, as has New Cantabria and the NCSA's.

This is retribution for the endorsement of state freedom over popular freedom.

Organised lynching of humans, if it exists, is punished in Court. Execution is reserved for the Law.

You can dislike someone, but that doesn't give you the right to murder them.

A guarantee expires when no longer convenient for the guaranteeing power. We consider it unnecessary to guarantee Brazzaville in retrospect, when we already surround it...

The Non-Aggression Pact, on the other hand, was completely a show of good faith, as a Pact by definition requires two or more individuals to ratify it; both NAPs were never ratified.

When we were free to speak, we had no need. Now that we have need, our response is to be given under coercion.

Given that Brazzaville is virtually an organ of the Federation already, merging with the Marian Republic will only be to their benefit, as synergy is in the best interests of both.
