As he stood in front of the Politburo (who have already voted in favor of the war) to give his speech, he knew he would be doing it in a way that the Empire will not have to worry about losing.

Their has not been a case of the zombies anywhere in Spain for over a month. The crisis is declared over, and life is beginning to return to normal. There is not an official body count yet, because it may take months to find all the people who died as a result of the near collapse of society.
