History: After the lost of birth land due to several invasions and recent anexation by other peoples, Phoenicia follwing its long naval traditon sets it´s sights on the sea and finds a suitable fertile land to prosper once again, the site is the former portuguese colony of Angola, still inhabited by Bantu people and a portuguese friendly minority. Phoenicia representatives come to shore and negotiate the establishment of several trade colinies over the region and as years pass, these come to form the new Phoenicia nation. Local people quickly adopt the new ways and the nation begins to floorish.
The capital Tyre launches the construction of an city scale state of the art harbor to accomodate both military vessels as well as a vast comercial navy. Public works and industry sprawn in every region to support the new prosperity. What will happen next? Who knows?

Government: Constitucional Oligarchy
Supreme Council: Elected Rulers by two equal measures of "wealth" and "merit" with equivalent representation power to Elders appointed by strategic state-private organizations of the various states and from different distinguished families.
Civil Council: Elected representatives of the people by direct sufrage, all candidates are subject to the same two measures of "wealth" and "merit" before beeing able to run for office. The measure "wealth" is not so much, the fortune of the individual but the way he has achieved the same and most importantly how it uses it, entrepeneurship is the highest rankable for this measure, and is measured by job creation and social-economical development of his business region/state. The measure "merit" is calculated by the individual/family achievments in the areas of economics (all branches from agriculture, to industry, to services are included), social&health wellfare, trading, foreign relations, education and R&D and military are taken into account.
The Civil Council then appoints 2 candidates for election, being those with more direct votes and not from the same family or region.
The Supreme Council elects which of the two candidates will form government, the votes are taken directly and finally submit to a percentage multiplier equivalent to that each candidate obtained by the people´s votation.
The formation of government and ministers are all subject to the two measure of "wealth" and "merit" before beeing approved for office.
Religion: 98% Christian, all other minorities are accepted and have freedom of practice.
Language: Phoenician, Portuguese and Bantu.
Population: 75 million (65% Phoenician, 25% Bantu, 10% Portuguese and other minorities)

Economic Policy: Mixed Large State-Private Companies with 5-year goal plans supported by state funding, trade and entrepreneurship are higlhy prized and 50% financed by local and government funding.
Social Freedom: Political participation higlhly prized and supported.
Military: 25% of GDP is applied to Military by constitucional decret. Private entrepreneurship is encouraged and major state enterprises are encouraged to apply private innovations in their portfolios.
Military Forces: 4 million, 16 million in reserve.
