the Roman Empire recognizes the Tsarist government as one of the Russian nations, but not as the sole Representative. however, because of where they organized, the "red" Russians pretty much have total control over the "white" Russians, be it trade, diplomatic visits, and the like. had you started in Arkhangelsk, it would have been better.

Our personal proposal for the resolving of the situation, is to put the disputed territories under UN Mandate, which shall organize free and fair elections, so the citizens can decide if they want to join Australia, Polynesia or have independence.

How about no.

Here is why.

The disputed territories are as follows:

• The former nation of Papau New Guinea
• The North and South Island of New Zealand
• and now The entire Continent of Australia

The Reason we cannot agree to this is.

1. I have already spent resources, time, and men into restoring order and establishing government in Papau New Guinea. Oceania has not. This proposal gives the option of taking away territory that has cost me multiple months, (turns) resources, (expansion points) and men (the implied act of sending troops to set up a government and maintain order that comes from using the expansion points) and giving it to Oceania, who has not spent one moment of their time or resources in securing the lands of Papau New Guinea with no clause for compensating Australia, who has spent all the time and resources to reclaim Papau new Guinea, in the event that the people of New Guinea if for what ever reason vote to leave the nation that brought peace, order, and stability to their lands, and join with Oceania.

If you do not believe me, here is a map showing the former nation of Papau new Guinea

Papau new Guinea is shown in yellow, as you can see, I have not claimed ANY land outside of it, and Oceania has failed to attempt to establish control over ANY land within that area.

2. New Zealand is mostly controlled by rebels and terrorists who has failed to actively participate in any form of international discussion, and I doubt they will give up the land they currently control peacefully, to comply with this proposal. In addition the only other nation with land on the New Zealand Islands is myself, which has also taken time and resources to claim, while Oceania has also done none.

3. Should be simple enough to under stand, but I will spell it out anyways. WE ARE NOT GIVING UP OUR HOMELAND!

The Republic of Greater Australia and New Zealand would love to join this meeting and try to settle this issue peacefully, but we cannot while Oceania can threaten to claim EVERY SINGLE PIECE OF THE AUSTRALIAN NATION! We refuse to discuss this further until Oceania Rescinds its claim on the Island of Australia. We are not asking Oceania to not claim our land, but to instead GIVE UP its claim on our land.

If this request is not met, then negotiations will end here, as it will be shown that the nation of Oceania cares not for the Sovereignty or Territorial Integrity of the Republic of Greater Australia and New Zealand. If Oceania cannot respect this right that all Sovereign states share, then Oceania will have shown it sees Australia as an inferior and not a Sovereign state. In this case in order to defend our Sovereinity we will have no choice but to declare war on the Oceanic nation.

We haven't spend time and resources claiming Papua New Guinea because you arrived before us. But rest assured, were your presence inexistent, Papua would be our next step of expansion.
Also, you cannot say you are giving us your provinces, as the ones I've claiming are blank. Not dark blue, not part of your nation, but decentralized tribal island states independent until we went there. And these four islands are the Salomon Archipielago!!
I could even demand from you the island of Bougainville, that was against its will for decades part of Papua but its people have always wanted to be part of Salomon.

That being said, about Papua, you keep saying things about Papua New Guinea. Again, this artificial state that only endured 100 years, imposed by european colonists doesn't have any validity to the true people of this regions.

It turns out that if Oceania has claims on all Australian territories it's because the Oceanic people have been in these lands for thousands of years, while the european conquerors only came two centuries ago.
But it is true that Australia and Aotearoa are inhabited now in a very big part by these europeans, so it doesn't make much sense keep utopia claims in detriment of good relations with our neighbors, as I stated already, so Oceania for now takes them back completely.

Roman Restoration Completed

Navy:
15 new ships has been completed, being under construction shortly after the failure of Taiwan, about a year ago. they all incorporate the latest in ship to ship and anti air defenses. the rest of the fleet shall finish constructing and be released to military service in three months.

Army
the Roman Army has completed its reorganization to a defensive army of 100,000 soldiers. military bases dot the Empire, with significant defenses in the borders of Bulgaria and Syria. the Enemy will face significant resistance should they foolishly invade...

Air force
the Roman Air Force has been restored to its previous numbers. its all land based aircraft, but their range has been enhanced, due to a new engine design which wastes less fuel, and a slightly larger fuel tank. the number of aircraft in service is about 600.

Economic news

Algae based biofuels has has become a commercially viable Source of oil, producing about 2000 to 5000 gallons of Fuel per acre. how many acres are devoted to this is not public information yet, but thought to be a relatively high number, since it started production roughly two years ago.

unfortunately, there isn't enough Algae bio-fuel to export, as all of them are needed for Roman needs.

the Roman Economy is starting to improve because the women of the Roman Empire has taken an increasingly important role in the Empire. since 600,000 of the relatively young, fit men had died in Taiwan, it was up to the women to replace those losses, by taking a more active part in the Economy, in politics, and even the Military. the Emperor is glad for that, and encourages the idea that a woman can do any job that a man can.
