3 - During the earlier stages of the Three Princes' War, which you find India in now, Bengal and Harappa provided funding, leadership, and supplies to rogue elements in Mohenjo-Daro. It didn't take much encouragement for those rogue elements to incite popular rebellions, as conditions within Mohenjo-Daro outside of the Indus Valley are quite pitiful. The rebels have very little in the way of goverment, outside of advisors from Bengal and Harappa, but are loosely lead by a man native to south-central India, known as Simuka.

The Emperor of Chu is now announcing the formation of the Chinese Council in Shanghai, a meeting of representatives from Chu, Zhou, Nan and Liang to decide on policy for all of the Middle Kingdom.

If Zhou, Nan and Liang would confirm their membership here, we can make it official.
