No alliances at game start, though countries with similar types of government tend to like you better.

South African elections begin, including, surprisingly, in occupied Patagonia (the administrative name for occupied South America). Thabo Mbeki, part of the conservative ANC, elected president. It is speculated this is because he promised the South Americans were to be ‘treated fairly’, instead of his liberal rival, who ignored the issue.

I am not sure which section of Theocracy my Government would fall under, but in our timeline the State of Deseret, according to sources, ran much like the US government with the exception that their leaders are appointed by God. But they used a council and had advisors for certain sections, such as Domestic, Military... who is in turn appointed by the President, and is approved by the council. If Imago wishes this government to be more like the Holy See, consider this diplo as "fell on deaf ears."

Deseret has based large parts of its administration on the US Constitution, which is how people in all of its far flung areas have come to terms, but underneath it all, everyone knows that the Church is boss. Loosely think OTL post-1979 Iran.

Suarez was first elected Mayor in 1985. He was re-elected in 1987 and again in 1989 for a four year term. Suarez was highly regarded as Mayor of Miami. According to a March 30, 1993 article in The Miami Herald, "In 1989, [Suarez] won national admiration when he waded through hostile crowds in Overtown during civil disturbances to try to make peace." Suarez cited the construction of 1,500 affordable homes as one of his "proudest achievements" during his tenure. He was also given the name "pothole Mayor" for his attention to City neighborhoods. In 1993 Suarez got the Latin Builder's Association to donate $150,000 to rebuild the only Catholic elementary school in Overtown. He decided not to run again in 1993 in order to spend more time with his family. He returned to practice law in Miami before he decided to run again in November 1997 and was re-elected.

His opponent, Joe Carollo, challenged the election in court. The judge presiding over the case decided to throw out the case, and Suarez continued his tenure into the years of the Confederacy.

When the Confederacy was formed, many of the mayors of the larger cities proposed that they lead the fledgling nation, but Xavier Suarez was the only one with Hispanic an African American support to supplement his support of practically all Floridians. After the successful secession, the mayors met, (because practically of the governors were executed for northern sympathies) and Suarez was nominated by all of the Florida mayors, a solid half of the Alabama mayors, and a handful of Georgia Mayors. His only competitor was Donald Sundquist, the reigning governor of Tennessee. Sundquist, a staunch supporter of the Confederacy, was extremely popular among southerners, but lacked support by minorities. The mayoral council continued to support Suarez, who became the first President of the Confederate States of America. Among Suarez's first actions as President was to activate the state militias and inactive reserves, and liberate Cuba from communist rule. Suarez achieved his goal, and the everlasting support of the minorities, but mangled the infrastructure of the island and still has rebels to deal with. The upper-class in the south disliked the idea of conquering Cuba, but their numbers are too few to sway the President. Cuba became part of the Confederacy, and Haiti soon came with it. Suarez is currently on a traveling tour of the states, trying to prove to the people that he is dedicated to improving their lives and improving their standing among the peoples of the world. *I'll write some more with a little more cohesion later, I have organic chemistry to study for.*

Diplomacy: President Xavier Suarez would like to extend the hand of peace to all nations of the world, and wishes to increase trade and travel between the former United States. We were all once Americans, and we still are brothers. We should bond with one another for strength and stability.
