Why is southern Libya colored differently? None of the other colonies are colored differently.

I know Luxembourg should exist but I cannot see the usefulness of it existing. That is just like Lichtenstein and Andorra. I think the map is good as it is except for minute details.

Does Luxembourg really need a seperate city? Can't you simply make Luxembourg a sort of city-state?
