Citizens of the Imperium! Heed well a tale of dishonour, heroism and tragedy!

A cargo vessel hailing from Panama herself was on route to Europe with a drop by in Imperial Cuba to pick up Cuban sugar for the European markets. This vessel, the ICS (Imperial Cargo Ship) Alzaga, went between Haiti and Cuba for her route to her mission objective. Alas such destiny was to be replaced by an act of terrorism, for a patrol from the Confederate States of America intercepted the ICS Alzaga, violating Panamanian sea rights and overextending their sphere of influence in the Caribbean. The CSA would claim that the merchant vessel had entered Confederate waters without permission but navigation experts proclaim that the vessel had not even passed the watery border as it were. Captain Abel Oliver of the trading vessel managed to set forth a distress signal in hope that the brave navy of the Imperium of Panama would respond. Hope was rewarded.

Commodore Cruz de Leon, being observed on board the IWS (Imperial Warrior Ship) Cid by Rear Admiral Ivan Tax, was conducting a naval squadron training exercise when he received the prey for help. The IWS Cid, a state of the arts battleship, leaded the squadron in its pursuit of the mayday. The squadron was also composed of the destroyer IWS Villaamil, the corvettes IWS Eva and IWS St George, along with finally the patrol boats IPS (Imperial Patrol Ship) Adolfo and IPS David. They reached the ICS Alzaga, were ended up engaging with the Confederate vessels that were identified as the CSS Virginia, CSS Lee, and CSS Jackson. Our vessels managed to overwhelm the Confederate pirates.

Then tragedy came forth like a dagger in the back.

An explosion occurs on the ICS Alzaga, causing her to sink! A less attempt by the Confederates to hinder civilian trading? Both Tax and de Leon order quickly a scuttle attempt to rescue the crew of the sinking Alzaga. Ceasefire is in place of course with the skirmish regarded as a sign of ill omen. Abel Oliver was among the casualties in downing of the Alzaga. Cruz de Leon was said to have cursed the sea itself for taking such a patriotic soul.

Upon hearing this act of dishonour by the CSA, the bravery of the navy squad and the tragedy of the ICS Alzaga the Council of War arranges a quick session to oversee the disaster. The Imperator Jordana Vargas commands her Warlord of the Sea, Adora Rivera, to organise a new recruitment effort for more sailors so that the navy can set forth more patrol boats along the oceanic boundaries in the sea between the Imperium and the Confederacy, the idea being that we will not only show the Confederacy where the line is but also avoid other repeats of the Alzaga.

The Imperial Chancellor, Jenaro Del Olmo, has been dispatched to seek meeting with his counterpart in the CSA, in hope of ensuring that the skirmish to save the Alzaga has not offended the corrupt Confederacy, for that those who fought against our brave forces should be investigated for possible connections to the sinking of the Alzaga. Rumours are generated from CSA propaganda agencies that the sinking was an Imperium plot: a plot which would make no logical or moral sense for the Imperium, thus showing how out of touch the CSA is with reality, along with morality. Still the incident in line with the terrorist by Confederate commandos to hinder judicial practices in Imperial Cuba does suggest a line of aggression that would justify a needed conference so we can teach the Confederacy some manners before things get really out of hand.

The entire tragedy of the Alzaga will be known as the Alzaga Incident. For their part in attempting to save Alzaga the entire squadron members will be summoned to Panama for review of their heroism, for plans have cometh for the Servicing Badge of Caesar, our medal for selfless commitment to aid citizens, to be granted the crews who defended the Alzaga. Their heroism must be remembered, as the name Abel Oliver who will have a destroyer christened after him so we can remember Alzaga.

Panama stands against the forces of corruption, for her vessel has survived this and many other storms, for her destination will bring glory to this world.

The sinking of Alzaga has been dishonoured by the savage Nahuatl! Their culture lacks no regards for the fallen! We reported what was there and we will do our best to have justice!

President Featherston Addresses Nation

Cameras flash and the audience stands and claps wildly as President Featherston appears on the balcony above them and then begins to descend the Grand Stairway of the Presidential Mansion. Reaching the podium, the President motioned for the assembled journalists and high-profile guests to be seated.

Smiling into the cameras, he began to speak. "Ladies, gentlemen, my fellow Confederates. Today, March 2, 1950, will forever live in infamy as yet another day when the Imperium of Panama deliberately and with malice attacked the peace-loving people of this Confederacy. At 0900 yesterday, Eastern Time, the Panamanian freighter Alzaga was sighted entering Confederate controlled waters by Patrol Group 6, consisting of the armored cruiser CSS Virginia, destroyer CSS Lee, and destroyer CSS Jackson. PG6 immediately warned the Alzaga to return to Panamanian waters. When, after repeated attempts, the Alzaga refused to exit Confederate waters, PG6 surrounded the Alzaga and ordered the ship to heave to and prepare to be boarded. However, when PG6 attempted to board the Alzaga they were fired upon by the crew. It was around this time that a Panamanian task force led by the IWS Cid, formerly on naval exercises just outside of Confederate seas entered Confederate waters in a misguided attempt to "rescue" the Alzaga- despite the fact that the Alzaga was simply being detained for a legal inspection of its contents pursuant to the Homeland Defense and Anti-Anarchy Act which passed the Congress earlier last month. After issuing a brief ultimatum for the release of the Alzaga by radio, the IWS Cid and her sister ships began to fire upon PG6. Not expecting such an attack, the ships of PG6 took heavy damage before being forced to retreat. It was around this time that the Alzaga experienced an explosion in the aft. It is likely that an accidental hit penetrated the ship's hull and hit the fuel tanks, igniting them and causing the subsequent sinking of the Alzaga.

"However, despite patently false Panamanian allegations, PG6 and the Confederacy had no part in the sinking of the Alzaga. PG6 had strict orders to not fire on any ship unless the order was rescinded by the Admiralty or myself. Such an order had not been given. As such, the Panamanian ships involved in this incident were the only ones firing, and thus likely sank the Alzaga.

"It is ridiculous for the Panamanians to even think that the Confederacy would countenance sinking a defenseless civilian ship, even one which was likely carrying weaponry and support for dangerous Santiagoist groups in this very nation. Further, the Panamanians dared to call our loyal Nahuatl allies to the South savages!

"As it is becoming increasingly obvious that the Imperium of Panama cannot be trusted to follow international law, or show even the most common decency to its fellow sovereign nations, I have authorized all Confederate naval vessels to fire upon Panamanian warships violating Confederate territorial integrity. I will not allow another such incident as this to result in further loss of life. I am also ordering the Confederate Navy to search every Panamanian cargo ship which enters Confederate waters, by any means necessary. I will not allow Panamanian authoritarians to destroy the beacon of freedom and liberty that this nation represents. This authorization does not extend to the naval vessels or cargo ships of any other nation.

"Thank you, good day, and God bless the Confederate States of America."
