How come no one mentioned Cesar? Hes one my favorite dogs... slow tech, good military, not very trusty, but a great pet anyway...

If I remember right, the best way to crack Toku is to do it when you first meet him. When you first meet him, if you can, donate a tech. It's a instant +4 to relations, and he'll open borders right after. Then convert him to your religion and it should be good from there.
If you meet him and you can't or don't donate a tech, you lose the oppurtunity.
If you meet him and you can't or don't donate a tech, you lose the oppurtunity.
Courtesy of the Apostolic Palace, a few carefully directed missionaries can give you control of a whole pack of hounds.
And, apparently, it makes no difference if they're friends with your target - they have to attack (or defy the resolution, which I have yet to see them do). Plus you don't have to give them any techs/cash by way of bribery.
Setting Joao on his best friend (and religion buddy) Boudica saved my hide in a recent game:
Winston - "The new Hindu pope says Boudica must die!"
Joao - "But she's my best friend! And I'm not a Hindu!!"
Winston - "This matters not. You have a handful of Hindu citizens and so must obey!"
