Is the English Language Proposal Racist?

I would tend to view the demand that immigrants learn English (which is the obvious point of the proposal) as a request for a simple testimonial of willingness to conform to the established norms in their new home. Moreover, one immigrant once told me that total immersion in a new language is a very good way to learn it (as I can also testify from personal experience). If we allow a situation in which a minority can "get by" in Spanish without being able to participate fully in an English-speaking country, we run the risk of creating a permanent underclass.

I don't see how the proposal is racist. I would support it, and I favour (almost) unrestricted immigration.
