Is the "Forbids Embassies" flag truly broken?

I know I documented it (per someone else's input) in my own FUBAR thread, but is the "Forbids Embassies" flag truly broken, or did some act of - I don't know; perhaps Quintillus via his editor - somehow fix/address this?
