Although it is possible for Nihon to yet fight on, it is plain for all sides to see that any continuation of hostilities will result, after much bloodshed and loss of life, in the inevitable defeat of Nihon. All but one of its home islands is under occupation, and its economy is shattered. With this fact acknowledged, the Allied powers have put forward a proposal which we find satisfactory to the conclusion of the war and the restoration of peace without further infliction of death which simultaneously guarantees the return of the home islands to Nihonese control. We put forward the following proposal:
I. The Empire of Nihon shall remit custody of the island of Karafuto[1], all possessions upon the mainland[2], and all territories further North[3] to the Empire of Tieh China.
II. The Empire of Nihon shall remit custody of the islands of Ryukyu, Hawaii and of the Central and South Pacific to the Oceanic Empire.
III. The Empire of Nihon shall remit custody of all territory upon the New Continent[4] to Republic of Hong Kong.
IV. Should the above conditions be met by the Nihonese Empire, all Allied forces shall vacate the Home Islands of Nihon and return them to the control of the Nihonese people and Emperor.
V. To ensure the continued reign of peace in Asia, the Nihonese Fleet will henceforth be limited to a maximum capacity of 1/3 that of the Oceanic Empire. All ships in excess of this number (105) will be divided equally among the Allies (35 each) to redress Naval losses during the war.
VI. No other form of redress will be sought by the Allied powers.
