So, basically, you're tying the lead without voting me, who am active and thus could retaliate.

It would be prudent not to make huge failwagons on day one. You want to provoke some scum into acting nervous? Make it possible that the vote could accidentally swing onto one of them before the day is done.

I've suggested this in a few games, and it hasn't really been put into practice yet. Would be nice.
