if you want to collonize the new world, you will have to cross the ocean. a 3-4 month journy at best. where as travling Via avalon, its just 4 two week trips, and 1 three week trip. (or via treeship, half that.)

Expansion Plan
Apprentice mages are to practice their skills in a new way which will be beneficial to the nation as a whole. As a test of their skills, trainees are to manufacture Claimant Poles. These consist of a wooden staff roughly the height of a man, decorated at the top with the Elgovian seal, and with the Elgovian flag hanging on either side. The staff itself is decorated with hermeneutic runes (would you believe that "hermeneutic" is a word already? ) runes of Bane and Ward. These combine to create a localized magical effect once the staff is planted firmly in the ground. The first effect is a shielded area twenty feet in radius; it repels anyone who does not first intone "I am a citizien of Elgovia". The second effect is a small trickle of Trafe; touching the staff after it has been planted is liable to seriously damage one's hand unless one is a practised mage.
It is the intent that these Claimant Poles will be mass-produced and given to settlers and explorers so that Elgovian expansion can proceed apace. Care will be taken not to expand into lands claimed by our ally Hyperborea.

Travle of major fleets through Avalonian waters is now restricted. All ships wishing to cross the Ocean between the two contenents will have to do just that. cross the Ocean. ships carrying trade goods between the two continets will still be allowed to travel through avalonian waters, but military ships and collinzation fleets will be turned away, by force if neccesary.

Yes and these invisible ships you have to patrol the entire ocean where are they?You do not have the authorization to order people where to go.But we have no interest with Avalon seas what so ever.
