Hey -- Jack Sparrow .. certainly has to be fit for any tasks required by nifty Pirates -- even as a Civ6 leader, in theory.
He also tackled the cinematic Fountain of Youth quite well.
Altogether, Pirates of the Caribbean franchise has stirred up the Fantasy sauce in some great ways too.
Absolutely not. Disney has walled off a lot of piratical things you can do with their Caribbean Sparrow Franchise. And according to some people I used to hang out with in the gaming industry, trying to work with Disney copyrights is a little like swimming with sharks: The Mouse can, at any moment, eat you alive.
BUT if you really, really want a Pirate Civ or pirates in regular Civ (which, I think, is a better bet) then I do not believe Disney has locked up the greatest historical pirate of all: Henry Avery (or Every, or Jack Avery or John Avery - he seems to have been the Man of a Thousand Re-Namings). In his own lifetime he was called "King of the Pirates" because he managed two feats of Piratical Legend:
1. He looted the Grand Mughal's convoy to Mecca and made off with a haul in treasure estimated at the equivalent of almost 92 million in modern Pound Sterling - the most lucrative single act of piracy known.
2. He was never caught, in spite of a 1000 Pound bounty on his head. He disappeared in 1696, and neither he nor his loot were ever heard from again.
Now imagine a redone Heroes Mode using Historical characters instead of purely legendary, and Henry Avery as a Sinbadian character who gets gobs of Gold for you by raiding Anybody . . .
