The balance of power casus belli has changed slightly. Instead of being 25% greater than any opponent worldwide, they must be 33% greater than anybody they're in contact with. You can only get this if your current knowledge leads you to believe they dominate, as well, i.e. if you know two great powers that could challenge eachother but know not of eachother, you don't get a casus belli on either.
As a result, the following powers are now in the crosshairs of their neighbors:
Nubia - While the top leader worldwide, Rome, Ethiopia, and Axum now have a casus belli on them, believing them to be hegemonic.
Iberia - 5th place worldwide. All people in contact with Iberia now have a casus belli on them.
Amazon - 4th place worldwide. The Amazon dominates South America like a monster, and so all neighbors have a casus belli on it.
Deseret - 9th place. The Aztecs have a casus belli on them, but nobody else in North America does since everyone else knows of Canada, which can challenge Deseret.
Zulu - 8th place. Everyone they know has a CB.
Austronesia - 2nd place. Everyone - including Singapore - has a CB on them.
India - Everyone they know has a CB.
Na-Na-Nine - Novgorod has a casus belli.
Sounds like states that kept a low profile will be grateful!
This is as good a time as any to clarify the AI's likelihood to go to war. The AI will not declare war if their opinion is -1 or above, so these casus belli aren't anything to be feared, as if even protectionists right now will have -1 at the least with all AI. Now, as for opportunistic humans...
