In light of Domination's war, it is clear war needs to be explained in detail.

Combat is already known and explained. It's simple enough - you order an attack, any armies stationed for defense purposes take the defense. RNG rolls are made, bonuses/penalties applied, and the victor is determined.

If the enemy defeats all defending armies, they can continue attacking, but akin to YuGiOu cards, it will be direct - they will take one province per surplus army.

If you're defeated on the attack, there's a 20% chance of your army being destroyed permanently. If defeated on the defense, 10%.

NPC Intervention:

NPCs will never declare war unless they have a casus belli and also have less than -1 opinion of you. Their declaring of war on you varies, but is determined by 1-turn rolls.

Opinion of -2: 5%
Opinion of -3: 10%
Opinion of -4: 15%
Opinion of -5: 20%

Wars of aggression will kill you, as that adds +30% to their roll, though they will only roll it the turn you declare war. As the war continues, they will only add +5% to their roll each turn afterward, meaning it's rare for the NPCs to declare war after the first turn of a war of aggression. Wars of aggression also give them a casus belli and lower their opinion of you by -2, giving them the go ahead to beat the crap out of you.

If you have exhausted your armies for the turn, the NPC will add +2% for every spare army they have over you.

If you do not border eachother, they will remove -10%.

Every territory your enemy occupies adds +0.5% to your revolt risk. Every turn the war goes on, +0.2% RR is added to both side's RR.

Every territory you occupy contributes +0.1 to your province number, and accordingly, only 0.1% RR if you're over your support limit.

The mechanic operates on the idea most NPCs will have a 0 or -1 opinion of you. So long as you're not waging wars of aggression or religious wars, NPCs will never declare war on you, more or less. (Unless you do some nasty backstabbing)

And besides, its not a war of aggression, its a boundary dispute.

A boundary dispute is when nation x claims territory A and then nation y claims that same territory. Nation X then gets a casus belli on nation y.

Ethiopia claimed parts of Sudan last turn, whereas you did not, meaning there is no dispute, only a violation of your SoI... but SoIs are not protected by game rules. ;)

The Nubians, believing all of Sudan to be their rightful land, have declared a war of aggression against the Ethiopians. The Axumites have built up their forces and have prepared to weather the coming storm... 13 Nubian legions against Axum's 7. With enough luck, Axum can emerge victorious and repel the Nubians, as well as repay the intended mischief with interest.

By default, Nubia gets +0.6 to all its rolls, with 8% applied on top of that.

Nubia's 2 surplus forces overrun two Ethiopian provinces. Despite fears that 13 legions would bring bad luck, Nubia has done well... having conquered 9 provinces!

However, Nubia did lose 2 of its 13 armies... it also now defenseless, due to all its forces being away on campaign! The people are not happy about this war either. Nationalist as they are, the Axumites didn't really do anything worth punishing besides trying to improve opportunities for their people, same as every other culture.

Making matters worse, besides the increased instability of the vast Nubian empire, the international community is unlikely to smile upon this behavior.
 
Before the Ethiopians counterattack or do anything else, we offer to pull out of seven of the 9 territories we took, only keeping the two Sudan territories, and sign a peace treaty. Sudan was all we wanted. Is Ethiopia interested?

...but our informants tell us that, as dire as our situation is, with half our nation in Nubian hands, yours is worse - your people do not want this war, or the many sarcophagi you will (hopefully) assemble for the thousands of dead it is returning up the Nile.

Never mind we're afraid the rest of the world has yet to speak its mind.

Status quo antebellum or nothing. We have not suffered enough to never forgive you for this, but we will with time. Besides, we can tell our children that mighty Nubia lost countless men in Pyrrhic victories while Axum lost few in strategic retreats.

The Axumite Emperor thinks long and hard... while many demand that Axum march all the way to Khartoum and drag their Emperor back to Axum itself for trial, it will only sacrifice 2 income per turn for a lump sum of 48, and this loss of provinces will easily be compensated by future expansion.

Plus, the fact Axum can go down in history as having gained two solid victories over Nubia and having repelled the invasion will do nicely for propagandprestige.

Axum accepts the Nubian offer.

Also, when claiming the Sudan territories this turn, make sure the one that's left open is the one on the West that only I can get too.
 
The Re-Evaluation of the Nubian Empire

Nubia had enjoyed a long, rich history. For centuries, it had dominated the Middle East and African regions, and to fight Nubia was to fight God. It was the wealthiest, the largest, the most influential. It was the most bold, with a sizable army capable of repelling all threats foreign and domestic. Indeed, historians and analysts from all eras labeled it as the greatest power in the known world. Every state tried to get agents and merchants inside the court in Khartoum.

And then, Nubia invaded Axum...

It was no secret Hedjaz and various other minor states on the periphery of the Nubian empire feared its power.

...luckily, before any action could be taken, the Nubians made peace with Axum, generously donating an entire year's worth of income to them in exchange for the provinces that triggered the war. But what if they had continued their war of imperialism?

Hedjaz voted (10% + 30% + 10%) no.
Cyrene voted (10% + 30% + 4%) yes.
Mali voted (40% + 10%) no.
Kitara voted (40% + 4% - 10%) yes.
Carthage voted (15% + 30% + 16% - 10%) yes.
Kongo voted (10% + 30% + 10% - 10%) yes.
Persia voted (10% + 30% + 10% - 10%) yes.

Had Nubia continued its war, it would have lost 20 territories to an NPC horde. That's half its territory.

As these armies prepared to march into Nubia and devour it liked a horde of piranhas, they were informed the war was over. They shrugged and returned back home.

the Emperor belives that what they want is actually reasonable, but the Shadow controller wants to grow a backbone and not bend rebels demands or anything.

so with our most sincere apologies to the rebels, we want them to surrender, or do this the hard way. i woudl really rather not waste hard earned human lives.
