I would think not. Not any more than Sudan can. Just because the number of Muslims is above 50 % doesn't make a country Muslim. It does make it of multicultural identity. And then there is the fact that Islam is not a monolithic entity as well. Just as Christianity isn't.
Besides, having sharia as a basis for law doesn't necessarily imply anything either. Are heretics, apostates or pagans being executed in Nigeria, as they may be in Saudi Arabia? Are they even prosecuted?
