He asked two very good questions, so I am answering them here.

1) They can agree as to the owner, the person who agreed that the territory wasn't theirs claims a different territory. OR. They fight a war over it.

2) both, anyone, anytime, yes
 
The Kingdom of the Peninsula, being mainly Korean, is of course the superior technological force in the region*. Our people are masters of the arts and of war and therefore, we see no reason to expand beyond our peninsula. We do love trade, however.

The Russian Tribes
Chief Ivan saw to the expansion of the Russian Tribes, united under his banner. He sent scouts to the southeast, scouting new lands for the Russian Tribes. They discovered lands, ripe for herding, and with plenty of food to sustain new people. They also came into contact him the Bactrian Kingdom and Iviona. In the capital of Rus City, art was being produced, and a new religion spreading through the Tribes, a one with a large pantheon of gods, such as Marxis, god of the people of Russia, and Sputnisk, god of Science....

The Empire of the Peninsula
The Empire did not expand, as the other civilizations had. They expanded differently. They focused on trade, technology, and defense. This led to them becoming, arguably, the best fortified and most wealthy nation at that time. They vowed to continue this trend and it would serve them well....

Kingdom of Ivoia
The Kingdom of Ivoia needed more land. They soon got it when they annexed some more land in India, due to the absence of records from this time period little can be said about this expansion. However, one fact does survive. In this time Ivoia and Bactria formed an alliance through 3 royal marriages. They royal families were now tied together by a strong bond. Only time would tell if it would hold....

Kingdom of Malaysia
The Kingdom of Malaysia had come under the control of Yoshi Egg III. Under him it began its first true expansion. They doubled the size of their kingdom in under a year. King Yoshi III will always be remembered as one of the great leaders of the Kingdom of Malaysia....

Sultanate of Aceh
Aceh had claimed two islands directly east of it. This was a problem, as the Philippines had already established colonies here. However, the two nations managed to work out their differences and the Philippines gave up the two colonies....

Kingdom of Kyoto
The Kingdom of Kyoto quickly established colonies near the home islands. Other than this no major things happened to or were perpetrated by the Kingdom....

New Tibet
New Tibet decided to expand its borders into Nepal and southern China. New Tibet followed a Buddist philosophy, and this contributed to its decision to be on peaceful terms with Kalinga, Greater Siam and Russia....

Greater Siam
People were shocked when Lord Nwahs, then the newly inaugurated King of Greater Siam, declared himself to be effectively dictator for life of all the tribes of Greater Siam. The other Great Chiefs immediately went into revolt, but Lord Nwahs's powerful army of Tiger Warriors managed to quell the resisters. The elite warriors, clothed in tiger skin and wielding spears far beyond the technology of most of the tribes the time, struck fear within the people of Greater Siam, and Lord Nwahs was able to consolidate his power in no time....

Lord Nwahs was ambitious and imperialistic, he wanted to bring many more tribes in the South-East Asia region into the Banner of his new Empire. He made a plan to unite more tribes in the region....

Kalinga
During this time Kalinga also doubled in size, thanks in most part to the unpreparedness of the tribes around it. Nonetheless, Bay Smit, the King of Kalinga at the time, grew to mythical proportions in the annals of Kalingan myth and legend....

Manchuria
The people of Manchuria, while sharing a common culture, were extremely fragmented politically. This all changed when the King of a city-state called Celtic took over the traditional Manchurian lands. Guyuk, the king, then expanded his lands even further. He ensured that the Manchurian people would be remembered for all time....

Koryo-Honshu in Exile
The tribes that had fled the imperialist powers in Japan and Korea were one of the first powers to begin to expand after its establishment as a power. They brought many tribes into their union, most peacefully. They also started to establish trade with Malaysia, the Peninsula, and Manchuria....

The Philippines
The King of the Philippines decided to settle colonies around this time. He took many islands and there was a corresponding increase in trade....

Kingdom of Mongolia
Mongolia expanded towards the newly arrived Siberian Khanate. This caused some tensions as shown later in the chapter....

Siberian Khanate
The Siberian Khanate, while a late comer to Eastern Asia, expanded faster than the other civilizations had. Siberian Khanate tribes were nomadic and very mobile. They claimed the whole of Asia as theirs. Only time would tell if they would succeed....

Kingdom of Bactira
The Kingdom of Bactria was one of the last nations to expand in this era. They had a good reason however. They had been coordinating with Ivoia’s military. Both militaries had become better for the experience. They learned from each other’s mistakes. The Bactrians used this to their advantage when taking their new territory. They destroyed all opposition in the provinces they now claimed. This sped up the process of....

Greco-Bactrian Union
This is the Union formed by Bactria and Ivoia. It would prove very useful to both Kingdoms in the years to come....

Bordering off those annoying Koryo-Honshu in Exile
 
The God-King smiled. He had recently sailed all the way from his capitol of Manila to the island of Hainan. Now that his tribe, the Filipinos, reigned supreme over the Philippine Islands, he had set his sights on the islands of China. His spearmen quickly overran the native defenses and established Filipino rule over the islands of Taiwan and Hainan. Because of the new colonies, trade had flourished in the Philippines. But it was not enough for the God-King. He looked over his shoulder and saw his men preparing their canoes. Soon, they would sail to Southern China and slice out a piece for the Kingdom of the Philippines. They were an unstoppable force.
