Reskin of esnaz' Theodora. This LH was requested by ambrox62 for TAM mod. I've included XML that adds this LH to Byzantine Empire because I didn't want to create a new CIV. My version looks like Isabella before those BOTOX injections in her lips that made her as pale as a corpse ...

That's great Rob, she was created for Illyria.
A new LH button has been added to zip archive.
 
@ Ekmek - no Blender. just GIMP 2.4 :D Did I fool you with an optical illusion ? Her face looks somewhat different from Isabelle's because I carefully changed skin texture and shadow. In the end, her chin is more pronounced and her face became wider.

I'm a recycler. Slap on a well placed coat of paint and call it new. I'm still learning Blender. One day I'll make LH with that method. It's my old man brain that overloads and trips me up. When I get confused like that, I fall asleep almost instantly.
 
The top of her head pokes through the crown, which is visible when she bows on the greeting. Is it possible to fix this please?
 
good morning. I am aware of the problem and I will work to get a solution. There is two ways that solution can occur. First, mold the head so that doesn't occur poping movement never occurs. Or move the hat down further so that the heads peeks through normally and we see no movement of the hat.

Delete the sticking out polygons i guess.

Also the top boarder of her dress looks a bit odd - like the dress is painted on her body. Adding some kind of visual separation - perhaps a golden lace along the boarder should help there.
 
Update: I know what to do. Join hat to head. remove parts outside hat. I'm still learning Blender. To make this happen.
... good thing she seldom bows.
 
unpack archive to Assets/Modules/Custom Leaderheads/

(.ini file is either for BTS or for your mod) in the .ini file, change:

; Modular XML Loading
ModularLoading = 1
