IF the Civs to be included are based on their impact on history than 100% they have to include: Turks, Arabs, Mongols, Spanish, Abyssinians.
 
We know now for certain that the Spanish, the Mongols and the Scandinavians/Vikings will definitely be in the XP. This, however, is not that surprising as they are the top 3 in the poll. On that logic the other 5 civs would be:

the Celts
the Jews
the Turks
the Arabs
the Phoenicians

But i think it is likely that there will be one or two more exotic civs to give the game more balance. Regretfully therefore, one or two of those will have to go. I think that the Celts are a must, especially if the Scots are included as a subsection. I think that it is highly difficult to justify their exclusion in the face of Viking inclusion. They would also have to include either the Turks or the Arabs, since they would otherwise be ignoring the entire truly post-ancient Middle East. Personally, although I admire Hannibal and I realise that the role of the Phoenicans in the development of Mediterranean history has always been significantly underrated, I don't think that they should be included in this XP, since the others are too important. And I suppose if I had to choose, I would think that the Arabs and Turks were too important and TOO MUCH FUN to be dropped in favour of the Jews.

I just hope they don't have any silly inclusions like the Byzantines or the Austrians. If they start that kind of thing, a whole flood gate will open up: the Han Chinese, the Italians, the Holy Roman Empire, Hellenistics, Mauryans, Sassanides, Angle-Saxons,...and so on.

What we could really use - with a world map game -
A South American civ - We have none.

What a world map game can't handle - ANY MORE powers in Europe ;)

Well...we know that there are going to be 2 civs each for every era: ancient, medieval, industrial and modern. We know that the Spanish, the Scandinavians, the Mongols, the Koreans, the Carthaginians and the Celts.
Does "Represented in four eras" mean represented EQUALLY in the 4 eras? If so we have:

ANC- Carthaginians & Celts
MED - Mongols & Scandinavians (Beserker UU)
IND - Spanish (by elimination) & ????
MOD - ????? & Koreans ?

Turks in IND and Arabs in MOD?

If the Koreans are also in it, then where would they be? The "hwacha" is apparently a medieval unit, so they must fit into the tight medieval group. Therefore, it probably doesn't mean "equally", since there would be at least 3 or 4 medieval UUs. Anachronisms are not inconceivable though, given the shocking record that the makers of civ3 have for historical accuracy.

But I hope to God they don't fill the city list with insignificant Welsh towns. PLEASE... Irish, Scottish, Welsh, Ancient British and Continental cities!
Their leader is Brennus, who could either be the leader of the Gauls who sacked Rome (more likely) in 390 or the leader of the Galatians who invaded Greece in 279.

I disagree. The "four eras" quote in the promo materials has been misinterpreted and now has taken on a life of its own. It really means that you can play your civ thru four eras not that there will be civs that originate in or "represent" one of the four eras.

Hey, I live here... and there is one heck of a lot to blame. Our national anthem for starters, then we get to Quebec, and who could ever forget all the snow!?

(Forgive me, I just had to say that! Dont get me wrong though, I like Canada! Even though the national anthem assumes that you are religous and during Christmas we are forced to watch horrid plays involving the many faces of santa...)

I am from Calgary as well. It gives Canada a bad name. Quebec and BC give Canada character, which their booze and snivelling attitude towards Americans.
 
It seems to me that the Ottoman Empire was immensely important for hundreds (thousands?) of years of human history. Where are they represented? Did some older civ. turn into the Ottoman Empire?
 
Austria should be included. The Austro-Hungarian Empire was one of the largest and most influential of all empires.

Thanks at least, that Maria Theresia is no longer the female ruler of Germany as she was in civ2. Someone at Firaxis has got some history knowledge. ;)
 
Austrians are Germans just as Bavarians and Saxons are, the idea that they aren't is a myth created by the allies after the second world war. Having an Austrian civ separate from the other Germans would be like having a Spartan or Macedonian civ separate from the other Greeks.
If they went back to the system of male and female rulers, I think Maria Theresa would be a good contender for the female leader.
 
Austria with their rulers, the Habsburger, had an empire when Germany was divided into tiny small city states.
The roots of both are of course Indo-Germanic, but that's so for a large part of Europe.
 
There is no distiction between Austrians and other Germans. Austria was made up after the first world war from the German heartland of the Austrian Empire. Previously, all Germans in the Hapburg dominions could have been called Austrians.
It's not that they share the same "Germanic" roots, like the English and Germans. They ARE GERMANS. The state called Germany only came about a decade ago, the truly united Germany was dissolved by the Americans and Russians after ww2. In English, the word "German" before this was used to denote all the people in central europe who spoke German as their first language.
 
I think the whole thing is going to boil down to how you want to start the game. If you want to go to the root civilizations, you'd have Babylonians, Persians, Egyptians, Israel/Judea, Phoenicia, Assyria, and Greece, China, India, and Japan and possibly Rome. The rest of the world would essentially be barbarians. See what happens from there.

It would be interesting to have barbarians form random later civilizations as the game progresses. Civs such as France, England, Germany, Russia. How this would be done I have no idea.

South America should have the Incans and Mayans.

The Mongols had a rapid expansion, conquored most of the known world, but then for all practical purposes was assimilated by China.

But for playability, having 16 civilizations on a real world map gets pretty crowded very fast.
 
I think it would be cool to see an option that lets you play as a custom civ, say Canada for instance, where you would use an existing Civ for appearance, UUs, traits and so forth but have your cities be named after cities in that country. Like I agree that say Canada or Ireland or Lichenstein are not 'civilizations' per se, but it would just be cool to use one's own country's city names.

But, if countries were to be included as civs, then here are my ideas for UUs:
Canada - Voyagers, to replace explorers but can also build colonies
Netherlands - They get no UU, but they would be the only civ that could see and use the new marijuana resource
Australia - ANZACs, to replace infantry
Ireland - The Wild Rover, I dunno what it owuld replace but it would have the capability to destroy an enemy civ's wine resource
