I'll make a guess:
Every civ has exactly 1 UU. Some leaders (Teddy, Victoria) have one, too with their ULA. That's why some civs now have 2 UUs. The 2nd UU must thus always fit the leader.
Has this been disproven alteady? It would mean that German Panzer need a 20th century leader to appear.

We've seen only 2 civs with 2 UU. For 1 of them this theory is proven, for another we don't have confirmation. While the theory looks good, we don't have statistical data to prove it.

Also, it doesn't look right to me for civilization to have 1 leader with UU and another without it. Most likely for 2 UU civs with 2 leaders both leaders will have their UU.

There is such a thing as "reasonable deduction". At this point, it is safe to say that it is the case. Anyway, my point is that there is enough info to separate the lists of civs and leaders. Even if one or two of the details are incorrect, they can be fixed once there is confirmation. In fact, there is better odds for this information being correct than previous bits of info like the "leader board" poster.

If the 2nd UU would belong to the ULA, obviously the rest of the ULA needs to be a bit weaker than the ULA of a leader without a 2nd UU.

Is there already a thread around in which someone tried to separate all leaders and all civs? I'd be very interested in what bonus is attached to the civ and which one might be the non permanent leader based one.

These assumptions are based on the believe in simple patterns. It's not a deduction actually as there's no logic behind. There's nothing preventing civilization having 2 UU without leader UU. Or a civilization without civ UU and with just leader UU. Our desire to seek patterns tells us these things wouldn't be right, but there are actually no logical problems in them.

and have the WW1 keiser as the 2nd leader of germany and the uboat would fit perfectly as a leader unit. also we would have a modern leader

Ugh.... I must say, I have loved and played every civ title since i was in highschool. I was as happy as could be with Civ 6 so far, but I've lost so much of my Happiness because of no Panzer for Germany. I will play the hell out of the game, but will not be able to bring myself to play germany or againster her with out a least a graphic mod to make the sherman look like a panzer

Wilhelm II is probably a really bad choice as a leader.
So Germany without German Tanks is a problem, but Aztecs on horses and Maya with iron swords are fine? I am quite happy they don't use the same all over again (and as a German I'm happy that for once the civ doesn't scream 'do conquest victory' at me. I never played it much because of that.).

Honestly, the Panzer is meme-tier, quite like Gandhi. There was nothing extraordinary from german tanks at this time, russians were much more impressive but no one is complaining about them not being in game either.

Uhlan, Landsknecht, U-boot or Zeppelin are all a better choice for a german UU

The Legion is far more iconic for Rome than Panzers for Germany...
And I also think a classical UU is far less used every game (and thus less 'oh no, this thing again') than a modern UU, at least for me. I spend considerably less time with war in the early game than in the late. Might change in VI as it seems...

Frederik the great would be fine as well with some juicy Prussian grenadiers.

Based on his personality and character, Wilhelm's agenda could be to denounce a random civ every 10 rounds, and he likes everyone who joins him.
Both Frederick IIs would be nice additions. I fear Stupor mundi is already out though, since they wouldn't add another medieval leader, wouldn't they? Unlike with Greece they can chose from more than 1000 years with an abundance of rulers. If they count the Germanic people an the rulers before Otto I as Germany, even more so...

I'm half Greek.. one part Lydian (Smyrna) & one part Ionian (Corfu) so multiple Greek & Italian kingdoms could arise. Many overlapping kingdoms would. Mod-tastic. Makes me wanna learn how to make my own lol

Just a little? I'd riot. I'm fine with Rome having one or two UUs, but the Legion better be represented either way. Roman Legions are far too iconic to not represent. Civ IV gets a pass with Praetorians. I'm just relieved they're in -- Trajan and Legions mean that Rome will at least have a good, appropriate core.

While I'm not a fan of the U-Boat (since Germany has a reputation for being a premier land power), I'm not sad to see the Panzer go. I'm partial to Landsknecht, but then they for all intents and purposes "Germany" would have actually been HRE.

I am hoping they take this opportunity to create some interesting scenarios as DLC. E.g. WWII scenario, might include WWII alt leaders for major involved nations with UU and such.

Although, I suspect WWI would be more likely if only because of Hitler censorship in various countries.

I don't like the U-boat but I'm happy to see we can finally get rid of the Panzer.

Really wish that the German UU is landsknecht or doppelsoldner.

I would love seeing Wilhelm II as a leader for Germany. I am a big fan of him. Granted, he was expansionist and wanted his place at the sun, but he wasnt the worst. Most leaders at that time were expansionistic and agressive, Wilhelm II isnt the only one.
