==Finnish War==

Finland is reunified by a sudden coup deposing the Karlos government in Helsinki. Unfortunately it is too little, too late – the Russian military deploys 20 total divisions to steamroll across the country. Of the 18 Karlos divisions, half defect to the Finnish Nationalist side, while others see the approaching Russian Army and join forces with it instead.

28-1. The Finns are decimated, despite hopes the Solstice War of legend might repeat itself. 1 Finnish loyalist division is defeated, while every single Finnish rebel group is butchered, barring a few hundred who escape into the countryside to form resistance. Russia soon executes all captured leaders in public demonstrations, and annexes four Finnish provinces so as to reorganize Finnish society.

Though the Finnish Campaign lasted but five weeks, 18% of Finland’s population is wiped out by it, primarily in the pro-independence cities. Finland loses approximately 170,000 people between civilians and soldiers. Russia, on the other hand, aids those who were loyal to the Karlos regime, primarily by paying for them to relocate to the suddenly very low cost of living western territories.

==Piracy==

Lord Terios instructs 10 ships to sack 20 Russian trading vessels, and 10 ships to sack Spammer trading vessels. The joys of being a neutral party in a Cold War!

Lord Terios also states that the Pirate Confederacy shall be issuing an important announcement shortly. Something about “shifting priorities.”

Shanghai has had a coup; the restored Republic declares allegiance to Japan.

Iberia has been restored to Link, who is pro-Papal.

The European Spring has also ended in France, with the restoration of the Maurician government, which is pro-Papal.

Regina Ferrum has been deposed in Tsingtao; Ken Khan has usurped her. He has declared himself Prince of Tsingtao, and has decreed that Tsingtao is to accept the monarch of New Zealand as its sovereign.

Moses has killed all the first borns of Egypt and restored himself to power, swearing allegiance to the Spammers. Yahweh is now on their side.

The race is close; Aden is eliminated. The entirety of the Adeni coalition, however, rallies behind Costa Rica, winning the election in a landslide.

The Spammer's Crusade thanks the UN for the trust of it's Deputyship and we will do what we can to reform the UN despite threats from the Papal States. In fact, I would like to open this up to the floor. What do the other nations of the world wish to be amended in the Constitution? We will take any comments you say into consideration. Oh, and here's the second draft of the constitution:

Union of Nations Constitution

We the Nation-States of the Earth, to form an international body, peacefully mediate disputes, and ensure international security and stability, do ordain and establish this Constitution for the Union of Nations.

Article I: Functions

I. The Union may propose international legislation. If a member state fails to assist in the enforcement of a UN legislation then they be removed from the Union.
II. The Union is to be given authority to settle disputes over territory. If a member state fails to assist in the enforcement of the settlement then they will be removed from the Union.
III. The Union may demarcate the world into “territories” for convenience.
IV. The Union may condemn states for unruly behaviour, disruptive to international security.
V. The Union’s shall be a place for nations to mention their grievances and suggest remedies to such.

Article II: Procedure


The Union’s legislation is to be proposed by any member of the Union of Nations. The World Assembly may then choose to reject or pass the resolution, with votes either being entirely for or against the proposal. A majority of three-fifths is required to pass any and all measures, to protect against an incensed delegation.

Article III: Membership


All nation are members of the Union of Nations unless they declare war, coup or blockade another member of the Union of Nations, fail to properly enforce legislation ratified by the Union of Nations, were on the no trade list of the HITSGDP prior to the ratification of this constitution or choose to leave.

All nations who are members of the Union of Nations are expected to embargo nations who are not members. If they fail to embargo said nations then they will be removed from the UN as well.

If a non-member is believed to have sufficiently compensated for their transgressions against the Union then they may be readmitted if the entirety of the Union of Nations agrees.

Article IV: World Assembly


The World Assembly is to be composed of all the world’s nations, major and minor. There are 1000 seats in the Assembly, awarded based on population. The World Assembly may vote on all matters that are proposed; a three-fifths majority shall be required to pass the Assembly.

Article V: Supreme Court


The Supreme Court of the Union of Nations shall be chosen by sortition from the highest ranking judges from each country and be composed of five Union Jurors. The Union Jurors shall have the power to render resolutions unconstitutional, clarify ambiguities that may turn up, and appoint cartographers to partition the world into territories for electoral purposes.

Article VI: Amendment


Should this Constitution be deemed inadequate, it may be amended with the support and ratification of four-fifths of the Union’s membership.

Costa Rica instead proposes that the HITSGDP model be adopted instead: the UN can pass sanctions on countries, and UN members are expected to follow them. If a nation does not like their economic policy being partially dictated by the international community, they are free to leave.

Naturally sanctions should have a supermajority requirement to avoid them being subject to the whims of the ever-shifting power blocs. Only the most rogue of states should be concerned.

I. Remove Nations deemed to be rouge states from the UN.
II. Place embargoes on rouge states that all UN members must follow.
III. Legalize military action against a Nation.

For the purposes of fairness, the Nation being targeted will not be able to veto the proposal regardless of status within the Secretariat and they and their clients will not be able to be vote in the proposal either, with their votes in the World Assembly being counted as Abstentions.

Would a proposal such as this be acceptable?
 
The POEE endorses the the proposed article VI. We suggest that states concerned about falling foul of the article as proposed consider a change to jaune, or perhaps verte.

At what point did the UN become a mere extension of the HITSGDP power block? You are denying nations even a chance of access to the UN based on nothing but the agreement of external minority groups. Any denying of memebership in the UN must be done by the UN itself, and even then should be carefully considered. In terms of the UN, the HITSGDP has no more legitamacy than any other alliance group, and unless you intend to include such a list from the other alliances there is no reason to include one from your own except blatent pushing of your own agenda.

The next question is how you determine wether a coup has been orchestrated by a nation? The current HITSGDP measure of such a thing is something that very few other nations would be willing to accept, being based only on circumstantual evidence, evidence which ignores that many states are happy to ally with truly independantly-formed new governments.

And now we are removing from the UN any who refuse to abide by these arbitrary measures against certain states, many of whom have done nothing wrong, and embargoing them as well. There is already an international alliance for the embargoing of arbitrarily chosen states and the UN is not it.

Article VI: Rouge States

To deal with Rouge States that are a threat to international stability, the UN may with the approval of Secretariat and the support of three-fifths of the World Assembly vote may:

I. Remove Nations deemed to be rouge states from the UN.
II. Place embargoes on rouge states that all UN members must follow.
III. Legalize military action against a Nation.

Ah, remind me again, but why would any nation which has possibly gone through the UNs new, absurdly strict, entrance criteria and then maintained their position within it possibly be considered a rouge state? They haven't even gone so far as to defy the hilariously unbalenced constitution, they can't have declared war on, or even blockaded people, and they can't even have accepted an alliance with a new government. To be part of this new model UN a state has to uphold behaviour that is beyond perfect and any nation that can't is already subjected to 2/3rds of what is happening on this list. Why not go the whole way and simply declare non-members can have legal military action against them, since they are already being treated as a rouge state in all but name?

As we stated within the UN itself, the UN is made legitamate by the fact that all nations of the world are granted membership within it. The body you propose to make it would destroy that principle, leaving the UN without the legitamacy to enforce anything on the international community, and the UKNZ has no intention of being a member of such a thing in any way, shape, or form.

This proves that the HITSGDP power bloc is nothing more than any other power bloc in history. It seeks to rule the world and depose any and all nations that say otherwise. They seek to punish other nations simply for not agreeing with them.

It's interesting how the representative from New Zealand is mixing two proposed constitutions together to prove his point. Of course they don't make sense together, that's because the two constitutions were written differently. If you would like to offer criticism to the second constitution rather than the first, then I would listen.

The UN if set in the Spammer's vision will be a tool of the weak and foolish. The strong such as the Imperium of Man should not be hindered by such institutions! Hence we suggest that we consider a conference on the matter be forged, headed naturally by His Holiness. With the Pope as the chair we will have a better chance in ensuring order in the world.

Firstly, Indonesia is not a puppet, neither is Costa Rica. They are what we consider good friends. Secondly, your definition of "Order" is executing your citizens every time you make a diplomatic blunder. I'm pretty sure no one, even the ARMS or the Papal States, wants that kind of "Order".
 
Partly brutality on the part of the occupiers, partly large citizen-armies needing shooting by armies, partly large amounts of people being targeted in ethnic violence.

Mostly just a need to make uprisings actually take a bite out of occupiers' economies.

I was operating on the principle that sections that hadn't been rewritten were remaining unchanged. If this isn't true then what you're saying is that the entire first draft has been scrapped and all that remains is the following two articles:

No silly, those two are the only parts of the constitution that will change. The rest will remain the same. :)
