The Combined Syndicates of America Enacts Reforms And Expands Infrastructure
Today, the Combined Syndicates have announced various reforms to simultaneously increase productivity while giving workers more support and freedom. As the revolution has only just hit the American states under the CSA, most of the previous institutions were still being held for tradition and lack of anything different. That changed today as the Head of State and Government of the CSA, Richard Carter, announced his new reforms. These reforms will nationalize all remaining private industries and eliminate market competition within the CSA completely. While they are all under direct control of the federal government for now, Carter assures the people that most of them will be decentralized in time, first handing it down to states, then districts, then individual syndicates. Insurance has been officially abolished; healthcare and repairs are now fully managed by the federal government and offered to all so long as the people meet its standard, its only one being that the person in question be a productive member of society. In terms of the concerns of individual workers, a maximum 8-hour work day is being instituted. In addition, Carter has released plans to further expand and upgrade the infrastructure of the country so to help the CSA rise to prominence. The plans include modernizing the roadways to allow for dozens more vehicles to be able to travel across the country and mechanizing both air and sea ports for efficient shipping coming both in and out of the CSA.

The Education Reform: Specialized Public Schooling
In conjunction with the major industrial reforms, Richard Carter is instituting a new education system. Schooling is already completely paid for by the Federal Government, but this reform is building upon that by offering specialized tracts in many of the schools based on individual academic performance and skills in particular subjects. From ages 5-15 the student attends General School, which holds the purpose of discovering the student's unique talents. From there, they are given choices of several academic tracks they may find best suited for them based on their performance. These may range in difficulty, but the student may switch to a related track at any time if they feel like their first choice does not suit them. From this "Pre-Specialized School", they take as much time as deemed necessary to qualify for Specialization. Specialization gives the student the ability to attend a University for the purpose of advancing themselves to operate in a specific field. For students who are found to do exceptionally well, they can qualify for double or even triple specialization. Students can even qualify for more specialization classes if they are given the newly-instituted "True Scholar" awards by the state for great academic performance across multiple subjects, thus given the privileged to study virtually anything they so desire and easily qualify to be given research grants from the state if they wish to do individual study.

With this major reform is also a large expansion in funding for schooling. In addition to upgrading the schools already open for classes, this funding is expected to allow for the construction of dozens more schools around the country.

Carter Proclaims the CSA an Armed Camp for Socialism
Richard Carter has announced recently that the CSA is undergoing major military expansion. The number of men in service is expected to at least double over the next two years and, Carter says, will be more than above modern technological standards. He says he is expanding the army due to the threat of conservative capitalist regimes surrounding the CSA. The Kingdom of Iceland-Noway is notably against the CSA's policies. Carter went on to say that the army is not only for the defense of the CSA's own workers, but for the defense of all the workers of North America who face oppression.

Negative. Tech trading (which ability sharing is a proxy of) gets messy really quick.

Can money be banked?

Money is banked realistically; it is not put in a vault, but is given back to your financial system. It erodes at a rate of 50% per turn in these banks, but gives a boost due to the extra money supply.

Arstotzka has gained a large amount of international repute as a defender of national sovereignty, having repealed the International Court of Justice’s ability to overturn national laws.

The Queendom of Hummel has shown there to be a massive species divide between nations of the world, its measure for equal rights between all sapient species on Earth having been narrowly defeated by the collusion of powers such as the Golden Horde and China-Japan.

Britanny has seen an economic downturn after a depletion of nutrients in some of the soil. (-1 Resource)

The collapse of the Noodle Republic (also known as Yellow China in slave trade circles) has led to several seizures of power by local elites. Meanwhile, the armies of Yunnan’s King George and Mongolia’s President have both marched on the border and “pacified” some of the area not taken by the new republics. The rest has splintered into the Iron Dominion (which claims the title of Iron Chef) in Central China, Iron Manchuria in the north, and the Republic of Vladivostok.

Antioch has created an indentured servitude program as an alternative to slavery. The individuals have some basic rights and are guaranteed freedom by law at the end of their contract. The model has gained great credit among society’s most destitute, going a long way to alleviating poverty and decreasing the desire for slaves. [+5 Infra]

The 501st has seized control of numerous Pacific Islands, making it the leading power in the region due to the ability to put coaling stations on all the necessary islands. The curbing of piracy as a result has increased trade and market confidence. (+4 Infra)

The Crimson King’s court has significantly increased its influence around the Pacific regions, making great strides in dominating the economies of Guinea and the Philippines in particular. The state is reaping the rewards of a joint effort between public and private investors to increase clout in the Pacific region. It has also benefitted enormously from the establishment of the slave trade, regularly shipping labor at large profits worldwide. (+5 Infra)

You can send orders in both actual numbers, or as percentages of your budget. If you don’t like micromanagement you can appoint a Prime Minister; I will manage your budget for you in accordance with whatever goal you have. Just make sure to tell me what you’re aiming for!

Recommendations:

-Set your army/navy size somewhere between 1-3%. Smaller means more growth, bigger means people won’t be as opportunistic.
-Invest heavily in infrastructure; infrastructure boosts both trade and domestic income.
-Spend at least 10% of your income into home espionage. You don’t want to get swamped by a surprise attack.
-Ignore foreign espionage for now. As it stands the economic gap is still too narrow between most countries to be exploited. Wait a few turns where your power can really shine.
-Invest gold in the new nations – China, Manchuria, Vladivostok, Philippines, Hawai’I and New Guinea. Your money will buy extra clout in these places since there’s so little investment currently.
-The world’s a dangerous place. I’d look for at least one human ally if I were you.
