Here is a list of African diplo to NPCs that Ailedhoo should review based on the fact that it was not answered or influence and pre-existing diplo were not factored in.

1) There is no need for a senate if all member nations are equal partners.
2) See above. Equal partners, no "leader" state.
3) This is best accomplished by a network of friendship allegiances, and a universal commitment to "Live and let live, except when it comes to our friends."
4) Given recent events and the content of the rest of the AoC proposal, Tayloristan feels confident in calling this point a blatant lie.
5) Tayloristan notes that this point is in violation of the "Live and let live" proposal, which is the best way of maintaining peace between Africa and the rest of the world.
6) The caveat to mutual assistance should be "Except in aggressive action". The African Union is a social/economic/defensive alliance between African nations. The Alliance of the Civilized is clearly an aggressive proposal intended to employ Cape Verde with the power to bring nations other than city-states under the iron boot of its "Emperor".

Ultimately, it doesn't matter who rules - only that the right thing be done. War is not a good thing - and the African Union's rules do not allow for it starting a war, only for preserving the peace, hanging on to security and prosperity for our sons and daughters for as long as possible without giving up our rights. Equally important to not giving up our rights is not trying to take away the rights of others. Everyone is entitled to self-determination - that is, everyone gets to choose what they do next. Cape Verde got to choose when it received this mad decree from its Emperor, Tayloristan got to choose whether it would stand up for what it believed in and offer the Post-State of Ashanti the right to choose whether it ceased to exist, Kenya had the right to choose whether it supported Ashanti or Cape Verde or did nothing. Even in our recent dialogue with the Congo, they always had the right to choose - if they had not wished to form this union with us, they would not be listed as a founding partner.

Never in its entire history has Tayloristan attempted to infringe upon another people's self-determination. The African Union is our brain child - of course it will mirror our philosophy to a point. And if we've learned anything from the Leth, even dramatically different cultures can come together to form a working relationship based on respect care without letting the little things get in the way. Little things like people who look different, or act different, or dress different.

This "Alliance of the Civilized" is either a throwaway proposal intended to thwart the African Union (See its contradiction of points, above) or its more likely an attempt to bring other powers under Cape Verde's control. Should they succeed, given Cape Verde's obsession with "culture" and their belief that there is only one proper culture, they will force any country which joins this alliance to structure its government and society to match Cape Verde's. If a nation allows its culture to be determined and ordered and destroyed by a foreign power, isn't that a form of extinction?

Nations are defined by their people, by how they look, act, smell, dress, speak. By what they do with their leisure time, by what challenges they face. In a lot of ways, the government doesn't matter so much. If a nation allows a foreign nation to order the former nation's culture into a neat little box, then isn't that giving up who they are? Doesn't a nation truly cease to exist when its people are destroyed?

So the question I pose to Africa is:

What do you want to believe in? Africa for Africans, or Submission is Preferable to Extinction?

Tayloristan made its choice when Cape Verde attacked Ashanti without reason or provocation. Kenya made its choice when it agreed to form a military alliance with Tayloristan. For Ashanti, they chose to fight against impossible odds. The Congo has chosen, or has told us they will choose, to stand for the defense and self-determination of all African nations. Even Cape Verde chose to heed its Emperor's mad, senseless decree rather than throw him out.

In ancient times, Africa was controlled by powers of Europe, of Asia, of America. It won't be again - we're choosing this time, and there is no point in revenge.

In the light of Cape Verde's unjustified aggression against Ashanti the Republic of the Congo has decided to take action and join Tayloristan's soon to be announced African Union against any threats to peace and stability in Africa.

We urge you as your good neighbor and primary holder in foreign property to join the African Union and provide support to Ashanti against Cape Verde. Already our forces more that triple that of Cape Verde's, add that to the larger industry and population on the side of the African Union and victory for us will be inevitable. Would it not be in your nation's best interests to be on the winning side?

Kenya agrees to upgrade its alliance with Tayloristan into a full alliance; where Taylor's forces go, we shall go.

Ashanti appreciates the assistance and will be signing a full military alliance with Tayloristan as thanks.

Cameroon, Angola and Abyssinia shall not be declaring war, but shall most certainly send financial assistance to Ashanti.

Benin, Libya and Morocco shall not declare war, but find the violence concerning; Ashanti was a state that was friendly towards Cape Verde and had been a considerable source of revenue for the Cape Verde's citizens. As such we shall be freezing the assets of Cape Verde until the war's end.

Even though Ailedhoo may be gone this still needs to be resolved.

Négociateur.

Captain Francois Perreau stood in the CIC, hands clasped behind him, as his crew went about the business of running a submarine. The COB was headed aft to deal with a problem with one of the rear torpedo tubes, which momentarily left Francois mostly alone – just with the crew around to remind him he wasn’t entirely so.

For a moment, the man mused about his wife back in Bordeaux, allowing a faint glow to slither its way up from his stomach and to his heart as he remembered how they’d used the night before he had to set sail. A full night on the burgeoning town, seeing the sights, and then . . . .

The captain turned the mental wheel deftly, charting a course away from those thoughts. Had to remain businesslike on the bridge. The crew didn’t need a captain who was that distracted.

They were, after all, here on deadly business.

“Contact’s moving, sir,” the sonarman called. “She’s pushing for the open sea.”

“Keep tracking her,” Francois ordered. He turned to a sensor feed from a drone, high above in the stratosphere. The damn thing didn’t officially exist, but the captains of Force Noir were enjoying their utility.

At the moment, it was 1AM on the surface – but that made little difference at three hundred meters deep. The wonders of modern communication technology were the only reason they could read the drone’s feed at all.

They were 100 miles from the Cape Verdean coast, just on the Ashanti border. Even as Francois stood there, he was watching a glowing blue boat racing away from a Cape harbor, clearly attempting to make for the sea. Carrying something – something important. Necessary.

Worth risking much for.

“Any response from the destroyers?” Francois asked. The sonarman frowned.

“Not yet, sir. They seem to . . . there they go. Seven’s moving in. Twelve and Nineteen are holding back, and there’s a Terrie airship approaching.”

That was it, then. Francois had been monitoring the blockade of Cape Verde for eight weeks now, without pause. One way or another, Occitania’s navy was not exactly going to let a major naval operation happen close by without some sort of observation. Tips and tricks might be picked up, after all, on how to conduct or break a blockade.

So far, there were quite a few of the former and precious little of the latter.

Seven and Twelve, so coined because of the day they’d been officially marked on by the observation squadron, were both Ashanti destroyers – older models, probably bought from Cape Verde itself, or perhaps some other supplier. Nineteen was a Kenyan diesel-powered attack submarine cruising the nearby waters. Négociateur had dueled it a few times to remain undetected. With the exception of the anti-submarine frigate Thirty-nine, it was probably the most dangerous local enemy to Force Noir.

Force Noir itself was comprised of Occitania’s latest naval hardware: sixteen Tentation class nuclear attack submarines. The submarines displaced nine thousand tons of seawater on the surface – almost eleven submerged – and had a compliment of two hundred men. They were cramped – almost unbelievably so – between those crew and the thirty-two AMXR34 homing torpedoes, the twelve Requin anti-ship tube-launched missiles, and the extensive sensor and communications gear. They had a pressure depth of almost a thousand meters, deeper than any other submarine the Occitanians knew of, and could reliably fire their missiles from almost fifty. The ships were one hundred and eighteen meters long, had a beam of fourteen, and a surfaced draft of only nine – a good engineering accomplishment from a decidedly un-nautical people like the Occitanians.

On the other end of the spectrum, the Ashanti destroyers. Officially code-named as “Drakas” by the Occitanian Navy – in a reference to some ancient author – they were about two hundred meters long and boasted a crew of three hundred and fifty, with another thirty officers. Their armament was respectable in its own right: a single bow-mounted four-inch cannon served more for show than anything else save against small boats. War at sea was a thing of missiles and torpedoes now.

Speaking of that, the Drakas boasted two launchers for undesignated anti-ship missiles, and an ASROC battery to deal with any submarines they detected. They also had drone manufacturing and launch capabilities from a stash of raw materials kept explicitly for the assembler located in the ships’ sterns. They also based two VTOL subhunter jets carrying sonar bouys and seeking torpedoes in case the ASROCs failed. Three computer-controlled combination dual gatling cannons and missile batteries served as point-defense, as did a highly advanced ECM suite that would theoretically redirect the bulk of any missiles away from the ships. They also possessed a long-range anti-air missile system to deal with airstrikes.

Respectable ships. Respectable men. Francois had been impressed with the Ashanti and Kenyan fleets from the moment he took up station off this hunk of Nowhere, Africa.

Why the Verdeans and the Tayloristani are willing to fight over this little no-account state is beyond me, the captain thought absently.

“Seven is on approach, sir.” The sonarman leaned closer to his equipment. “I think they’re calling for the boat to surrender now.”

The boat in question was about ten meters long – little more than a launch. It was probably a little faster than the Ashanti vessel, but not a lot – and it could only have, at most, a heavy autocannon aboard, which would not impress the destroyer’s four-inch gun crew.

At all.

“I don’t think she’s listening, sir.”

Francois laughed softly. “That always works well for them. What’s their policy? One shot across the bow, then sink them?”

“Seems that way, sir. Seven just fired into the water. The boat’s turning like crazy and slowing to a stop.”

“Good. They should sail up closer before sending a team out to seize the boat.”

Francois checked the time. Closer to 2 than 1. He really ought to turn in. There wasn’t much chance of the Tayloristani detecting him – seeing as they had no real forces in the area – and the Ashanti and Kenyan sensors were pitiful.

Yes, some rest would do him good.

“Mr. Lafitte, would you take over the bridge?” he asked. The sailor in question started to rise.

“Captain, the boat’s moving again!” the sonarman called. “She’s headed straight for Seven!”

“What?” Francois demanded. He turned and ran back to the visual feed. Sure enough, the blue-glowing boat was making right for the brown destroyer, which fired a warning shot just as Francois arrived.

“What are they doing?” the sonarman demanded as the boat closed on the destroyer. “They can’t possibly think they can slip past her astern – Twelve will engage them.”

“Maybe they haven’t seen Twelve,” the captain offered. Then his eyes widened. “No . . . that’s not it at all.”

“Sir?”

“Keep monitoring,” Francois snapped. The Ashanti vessel fired again, but the boat turned at just the right moment to avoid the shot.

Francois was still watching when the Verdean boat slammed into the Ashanti destroyer.

The detonation was tangible at three hundred meters as the boat blew up in a tremendous cloud of smoke and flame. The Ashanti destroyer bucked like a sledgehammer had just pounded in her port bow, and Francois knew, just by looking at her, that the boat had carried a spar torpedo mounted on her prow. At the moment of impact the crew had detonated the device, pitching themselves into the frigid Atlantic water.

But also wounding the Ashanti destroyer – perhaps mortally. Francois watched, outwardly expressionless, as the vessel began to list to port. Gunfire became visible from the drone feed as marines shot into the water – though at what, Francois didn’t know. There was no way they could pick out individual floating men on a dark night like tonight.

“Sir, I think she’s done,” the sonarman said quietly. “Twelve is moving up and I hear Thirty-nine approaching from the south.”

“We need to get out of here fast,” Francois said. “Chart a course to waypoint Bravo. They’ll be trigger-happy for a while and I’d rather not risk discovery.”

And God have mercy on all their souls, he added silently.

Kenya sees no reason to refuse the plan of its ally for a more peaceful, cooperative Africa; however, we shall request the Crimson Court's blessing in our accession to the Union, given their strong economic ties with our nation.

Rejections across the board. As Ashanti was more or less a friendly nation with Cape Verde, no African states really are going to trust the Cape for a while.

"A communist state with freedoms? What, do they think the rest of the world is blind as a bat and deaf too?" President Jefferson asked as he walked into his office and sat behind his desk. Following him in was his foreign affairs secretary Alfred Monroe.

"They claim to be socialist sir, but anyone with half an eye can see its communism, plain and simple." Monroe said in a low, gruff voice.

"So it would seem. And they think to send out alliances far and wide? Now you tell me they have coped the Great Plains, and blackmailed some communist nations in europe to ally with them?" Jefferson answered with a hint of resignation.

"They claim this has all been fair and peaceful but I know otherwise sir. Kirov and Aragon are under their thumb, and the Great Plains listens to them." Alfred replied.

"How are our own efforts doing there?" Jefferson queried, that gleam of intelligence in his eyes showing he was weighing the situation.

"Not much so far sir but we haven't begun investing in full strength yet." Monroe said, glancing at some papers.

"Perhaps we truly are dealing with idiots after all though. They are communists." Jefferson mused.

"I don't suggest assuming that. Communism doesn't work, but the brains of the people who run it do, if only just barely." The secretary said with a hint of contempt.

"Right again Alfred." The president sighed. "Well, I suppose you should call in Colonel Armitage on your way out. This megaspider infestation has gotten quite nasty. Another military patrol has been found, or whats left of it after their feeding..."

"Bloody hell sir. You bloody well oughta' do something."

"Don't worry Alfred, that something is in the works. Chicago won't like it one bit." Jefferson gave a knowing grin, and his eyes glinted with the kind of malice only the devious can summon.

A woman entered the conference room. She wore a flamboyant, shimmering golden knee-length dress. She smiled widely, revealing perfectly white teeth. "My Lord Dictator." She introduced herself, holding out her hand.

Shrev blinked at the contrast between her fair skin, clothes, and her obviously dyed brilliant blue hair. "Angela Leigh." He shook her hand. "Angela Leigh, Kinman Doumont, John Raekhimnijong. Kinman Doumont, John Raekhimnijong, Angela Leigh." He introduced.

Raekhimnijong stood straight up. "A pleasure to meet you, Miss Leigh." He spoke earnestly, looking her directly in the eye. "Nice shoes." He added as he noted the rainbows dancing around the room as she walked.

"Oh, thanks." Angela replied, a smile on her face. "Solid diamond."

Doumont cleared his throat. "As much of a marvel diamond shoes are, we have important business to discuss."

"Yes, yes. Would you care to sit?" Raekhimnijong pulled out a chair.

"Why yes. Thank you." Angela sat. Raekhimnijong returned to his seat.

"I know why you asked me here." She began, voice soft as velvet. "The Triple Alliance forwarded me as UN candidate before you could interview me."

Shrev laid his right hand upon an emerald paperweight, that of a Megaspider. "That is why we are meeting at this particular place at this particular time." He agreed. Shrev thumbed through a folder. "Angela Leigh, Angela Leigh...native of Apocalypta?"

"That's correct. I grew up in the Down district." She added cheerfully.

Doumont stirred. "I notice you are not wearing Apocalyptan make-up."

Angela shrugged. "I never really believed in the 'sacredness of the jungle'. And besides, the UN needs to see a woman. Not my spirit creature." She explained.

Shrev nodded. "How is your family?"

Angela's smile grew thin. "Trick question. I was an orphan."

The Dictator shuffled papers. "It says here you have a sister-"

"Had a sister." Angela Leigh interjected forcefully. "She stopped being my sister when she killed those people."

Raekhimnijong started. "Hold up. Your sister's a murderer?"

Angela turned to stare directly at him, her blue hair framed by tiny rainbows. "On the day I turned fourteen, my sister held a knife to my throat, then laughed and gave it to me, saying it was my present. When I was eighteen, I had a boyfriend - my sister set his hair on fire because it would amuse her." Her voice grew cold. "I should thank her - I would never have worked so hard to leave Apocalypta without her, and I would never have joined the Rangers without those memories, and if the Triple Alliance would never have picked me as the obvious General Secretary candidate were it not for my absolute commitment to peace, self-determination, and our country."

Silence fell upon the room. Shrev shuffled his papers, then suddenly closed the folder. "Welcome aboard, General Secretary Candidate Angela Leigh."

The Great Plains has been contemplating reforms, but we intend to keep our monarchy. We will be looking towards political and economic decentralisation in the hopes of providing for a more competitive market.
 
As Ailedhoo has retired I’ve taken the liberty of altering religious strains the world over.

Some key points are:

-Islam has taken much of Southern Europe with large populations in most areas.

-Buddhism and Islam fight for dominance in much of Russia, while other parts cling to Orthodoxy or atheism.

-With much of Europe having fallen under Islamic sway, the Catholic Church has splintered. If you’d like to claim you have the One True Pope, by all means feel free.

-Much of the world has resorted to paganism or more individualistic faiths as a result of communications disruption in prior decades, leading to the demise of large church bodies such as the RCC.

The Great Plains has been contemplating reforms, but we intend to keep our monarchy. We will be looking towards political and economic decentralisation in the hopes of providing for a more competitive market.

I was considering a protest departure at the abomination of a Caliph in the Vatican (a move clearly designed to irritate me along with the Islamisation of much of Europe). But Christos' departure made me realise that such a thing would be construed as a sign of weakness, and so henceforth I shall be remaining.

Oh and Christos, if you intend to leave, and wan't to make a white peace with your adversaries, and since Mongolia IS of the Margayana faith and because it would be such a shame to have Mongolia become a minor backwater. You should as a last hurrah have Mongolia reunify into the Golden Horde so that the Mongol nation is truly united and can gloriously go about doing whatever mongols do in this timeline ;)
 
I agree with Jeho. I would prefer if you could make Mongolia part of his Empire. I will be lurking. I may re-join in the future as Al-Qaeda.

The burden of proof rests on the prosecution. Just because Catholicism suffers a blow doesn't mean anything; that which looms largest falls hardest. An organization with approximately one-seventh of the world is going to get rocked very hard by years of chaos and anarchy. People are very good at abandoning their Gods in favor of new ones (or none) when times get tough as much as they are capable of drawing closer to them.

Anywho, Catholicism has dominated all three prior Multipolarity games and I personally think it's gotten stale as a theme; I am not inclined to believe that such a monolithic bloc can stand the test of hundreds of years of anarchy, severed communications and reason. A rigid structure is more susceptible to damage than one that is fluid. So I changed things up and had a slew of altered faiths.

Were I targeting you as you insinuate I would not have given Buddhism a foothold in several parts of Russia.

Anyway, the religious shift is there and it's purely ceremonial unless players decide to make it otherwise. Ultimately finance overpowers faith for governments. ;)

Sho Nakahara was dug in with most of his men in the hills of Manchuria in the Summer of 2205. Instructed by the Emperor himself to maintain a defensive posture to deal a massive blow to the advancing Mongolians, Nakahara was a Japanese lieutenant commanding a large force of soldiers who were mostly Korean; the Sino-Japanese had been cautious to bring the upper command of Korea firmly beneath them to ensure discipline and order were maintained.

When Nakahara's forces saw the shape of several men advancing over the hill, they expected it was the spearhead of a horde, and prepared for the worst.

At approximately 6:03 AM this morning of July 3, 2205, a massive series of explosions and gunshots flared up across the nation. In something the perpetrators are calling Operation: Ogedei, most major government officials have been captured or murdered, with others fleeing in advance of the news. Ganbaatar Ganzorig has taken charge of a new provisional government, stating that his actions were ultimately for the good of the nation; the war over China would have ultimately led to the loss of Mongolia’s political and economic independence.

Ganzorig states he would like a “fresh start” with the Eastern Allies, and to show his good faith, has offered a deal to the powers:

-Manchuria shall receive Mongolia’s easternmost provinces.
-Iron China shall receive the southernmost Mongol provinces, with the occupied zones repatriated as a course.
-Mongolia shall evacuate its citizens from these territories to allow them to be peaceably occupied and prevent irredentism and insurgency.
-Mongolia shall pay reparations to Iron China, sending some of its finest engineers to work on the country’s infrastructure so as to foster peaceful relations and trade between the two powers.
-Mongolia shall annul all its existing treaties, opening itself to courtship by all blocs.

In light of the sudden seeming surrender of the Mongol Republic, many Mongolian citizens abroad have defected to the Golden Horde, while also reassigning their property in the same manner to prevent the government from holding it.

Ideology: Because of the lack of sharia law, the Muslim world is no longer Muslim, having reverted to pre-Islamic ignorance known as jahiliyyah.

To restore Islam, a vanguard movement of righteous Muslims is needed to establish "true Islamic states", implement sharia, and rid the Muslim world of any non-Muslim influences, such as concepts like socialism and nationalism.

That movement is Al - Qaeda.
