Clarifications on Espionage

Given the timespan, spies can be used for both offense and defense on the same turn; there is no need to segregate them. This is primarily to make processing espionage faster.

Minor powers will not use their spies on their own, but you can lead a force to conduct counterespionage in their territory by using one of your five missions (naturally you must have your own intelligence investment in a country to do this). This is lucrative as a means to keep your most important clients free from foreign interference.

Clarifications on Diplomacy

• Guarantee of Independence. You pledge to protect this country if it comes under attack. It's a one-way defensive pact. Grants 50 Influence.
• Defensive Alliance. You pledge to protect each other. Countries have varying interpretations of what counts as defensive. Grants 100 Influence, or 50 if you have a guarantee.
• Economic Alliance. This country will match your embargo and asset freezes, but will not commit militarily.
• Full Alliance. Also called a shared foreign policy, this country essentially signs its foreign policy over to you. Grants +100 influence; requires a defensive alliance normally.
• Exclusive Investment Agreement. An exclusive investment agreement (EIA) bars countries that do not have one from investing in a particular nation. To invest in a country that has an EIA, you will need to put forward at least 50% of the leading EIA partner’s investment. This can reach into the hundreds of gold, so it is up to you whether it is worth it or not.
• Shared Research Program. Your education systems work together to research WMD-related technologies and their civilian applications as well as military. You have the bonus of a lower investment, but you have the downside of sharing discoveries with each other. You must specify your research agreement in each turn's orders or else it will be considered null.

Final acts of the Emergency Government

The Reconstruction Acts

The Emergency Government has compiled a plan to reconstruct the Combined Syndicates at least partly while order to the remaining Syndicates is restored and the Industrial Unions begin working again. The population moved to the Core is now being slowly and orderly moved back into their home territories. Following them is the many industrial assets that will be needed to run the reconstruction. All CSA citizenry now residing in territory not owned by the Combined Syndicates are asked to return home to aid their brothers and sisters in the reconstruction, but are not necessarily obliged to. We are hopeful to return to some form of normalcy in the Combined Syndicates.​

Slaves and POWs

The Combined Syndicates hereby announces that all POWs will be returned to their home countries safely as soon as possible. That is a promise. However, we are morally obliged to refrain from returning slaves freed in the war. They will be henceforth unchained from their bondage and are eligible to become part of the Syndicate citizenry should they so choose.​

This is specifically dealing with Sweden, Finland, and Norway. To promote peace and cooperation, we propose an elevation of our relations to encompass a full alliance. This pact will also work as an economic alliance as well as a technological one. We've all fought side by side for years. We hope the friendly relations may continue endlessly.[let's throw in limited investment in there too]

In extension to the above, we ask that Sweden and Finland assist Norway in maintaining stability in light of violent ultranationalist groups spurring in the northern reaches of Norway.​

If you do not then there is no guarantee that your investments in slaving nations will be safe after we free men from their chains and put the heads of the slavers on pikes. Treating sentient beings like they are property is immoral and disgusting. You will stop, either willingly or because your brains have been splattered all over the wall. That, at least, is your choice.
