I cannot understand this voting system.
 
There are candidates A, B, C, and D.

As there are people trying to understand the voting system, let's show off my prowess of Australian political knowledge by explaining!

The best way to explain is an example. Alright, let's have three nations, the Noodle Republic, Golden Horde and 501st Legion. They are all going for GenSec. Now, firstly what people had as "1" will be counted. So, let's count what people put down for 1.

Noodle Republic - 4
Golden Horde - 3
501st Legion - 2

Now we start the runoff. The 501st Legion is eliminated due to them having the least amount of votes. So then what the people who voted for the 501st Legion had on "2" will get counted. Let's pretend that both people put the Golden Horde as their second preference.

Golden Horde - 5
Noodle Republic - 4

Now that the Golden Horde has more than 50% of the vote, they win. Hopefully that clears some stuff up.

A User's Guide to Multipolarity IV

Spoiler :
The world of Multipolarity is one that is built for influence and control, rather than widespread conquest or economic isolation. This player’s guide is meant to be a means to succeed, regardless of what your ultimate goal is.

1) Do not neglect your intelligence network. While everyone starts with a fair amount of investment in intelligence, it will rapidly fall behind of everyone else’s investments. It is suggested that at least 10% of your income go into intelligence in your home country, which serves as a defense to foreign attacks; you can use agents in your own country to try and root out enemy spies as well. Just make sure you never use so many of your home agents for counterespionage your defense is weakened.

2) Do not neglect your infrastructure. Infrastructure technology increases the rate at which your start of game infrastructure grows; as your share of global infra investment falls so will your growth. Infrastructure not only is valuable for your domestic income, but controls how much you reap from trade. There’s no reason to forsake the technology.

3) Remain competitive for influence. The world is so large it’s improbable that a single nation will have the dominating share in all regions. Be sure to regularly invest money in your neighbors or nations that are rich; these states will enjoy better relations with you and you’ll get a slice of the pie. Many nations start out resource rich but with minimal infrastructure to tap it; as they receive foreign aid they will build better roads, schools, etc. that will make their income soar. You want to be a “shareholder” of the country when this happens. Don’t hesitate to join forces with allies to monopolise influence in target countries. Don’t hesitate to use spies and diplomacy to purge other nations’ influence, either. Influence is like a snowball; the more you have the easier it is to accumulate more in a given country.

4) Your citizens are entitled peons. Your healthcare will affect their contentness, but if your economy is sluggish compared to other first-rate powers’, they will grow dissatisfied, either leaving the country or protesting, whether peacefully or violently. Keep an eye on your GDP/capita, and whatever you do, make sure you don’t fall too far behind the rest of the pack. Citizens also have less of a stomach for heavy casualties; see America’s horror at only a few thousand lost over the course of a decade in Iraq for how easily anti-war sentiment can flare up. If you go to war, it better be quick and cheap in terms of money and men, or your government will see itself led either out the door or to the center of the Place de la Revolution.

5) Each nation has its own separate intelligence force. You can invest intelligence in any country; investments at home protect you whereas investments abroad let you have better success in that country. To protect your clients, consider establishing intelligence forces there; they can root out enemy agents and coup the government should it ever fall to someone else.

6) Do not neglect the Union of Nations. Whether you’re internationalist or imperialist, the UN is not to be avoided. As your clients vote with you, you can become very powerful very quickly if you have a handful of states loyal to your interests. Besides voting for/against measures that are relevant to you, you can clientise the home states of Judges to help control the Courts, or you can use the sheer power of population numbers to swing the Secretarial elections to ensure anything unsavory is vetoed. Most importantly, if you’re going to become diplomatically isolated, make sure you maintain some pull in the Union; whether you’re a member or not, they can always legalise action against you, and you don’t want that!

7) Keep your military balanced. Larger militaries suck up more resources, slowing down growth. You should always be in the 1-3% of population range (with navy and army combined) to ensure that you have an adequate defense without causing too much economic issues. If you want a larger army, invest in healthcare; the larger your population is the more troops you can field without negative effects. Bear in mind that the United States, powerful as it is, has less than 1% of its people in active and reserve forces combined. Whereas North Korea has nearly 40%. You can see the point I believe. At the same time, don't make your military too small; as JoanK in MP1 can tell you, having a small army is a bad idea.

8) War is won by being well-rounded, not dependence on one category. Victory is calculated by troop quality, troop quantity, and war plans. While you can theoretically blitz your way to victory Soviet-style with massive casualties and hordes of manpower, it’s ultimately a better idea to strike a balance for your economic well-being. War plans can be used for both offense and defense, and having some ready for any moment is always a good idea.

9) War is not something to be blundered into lightly. It takes no less than ten (10) turns for a conquered territory to become fully productive, and even then citizens will still resist you for some time. While you can ethnically cleanse areas you seize to mitigate this problem, this will lead to more problems as the population’s survivors are radicalized, and you are likely to face international condemnation. If war is in your kit of tools, it is better to conquer a country and establish a new government loyal to you. That way, they can deal with the dissent, not you.

10) Your military is good for more than invasions and defense. You can station troops overseas with the consent of a nation’s government, which will gradually increase your influence while also helping to secure that government’s place. Deploying troops overseas is a great way to protect a government from toppling by deterring violent behavior on the part of the citizenry.

11) Do not bleed your economy dry. High taxes and high debt will inevitably kill your economy, and should be avoided barring emergencies. There is no inflation or structured recessions in MP4, and as such these policies lose their real world usefulness. On the other hand, low taxes can go a long way to stimulating your growth. Likewise, banking money will stimulate growth as investors and consumers alike receive the money through the banks. Balance your need to spend with your need to grow your economy.
