well basically spain bought Java from Benelux for 7 PPs, now claiming it as spanish land, and saying they would be better off treated by an imperial power with the ability to afford improvements

however the other side claims buying people is slavery, and that Java deserves freedom

so now we've compromised and decided to give the javans their own say in it and vote

Technically you aren't buying people, you're buying land, so you can simply let the Javanese go to UCC if they want (I doubt they do, but if someone there wants to move there, refugee crisis for your enemies here we come!). That's what I would've done anyway.

So, technically, if Javanese rebels are having target practice on the beach when the Spaniards land, then they are not attacking the troops since they are aiming at targets and not shooting at the Spanish troops.

That IS true - the Spanish are in the alliance opposed to MY alliance, but your country and the Javanese rebels are just plain irritating, so the best-case scenario is when both of you wound each other as much as possible.
