Japan was a powder keg ever since its conquest by the Qing Armies and still iss. In a State of the Empire report made by the two former regents when the Emperor turned 18, Japan was highlighted as the highest concern for the Qing Dynasty. A land still stuck in the Medieval Era with samurai, daimyos and shoguns not far from memory the Qing Dynasty had attempted to remodel and modernize Japan with varying degrees of success.
As a new era dawned upon the world and new leadership took power in China with new goals in mind and objectives they naturally decided Japan was not worth the effort to keep. As more and more powers were granted to the Japanese Puppet (Puppet no longer) Emperor it was really an attempt to save face. Emperor Guangxu knew in his heart that China would not rule over Japan, so he did the next best thing.
Thus communication between the two Emperors, one of a vast land Empire the other of an island chain began in earnest. The Kyoto Conference was the result of the communication to begin hopefully a new peace and to bring prosperity into Japan molding it in another form of China. Centralized, cultured, and educated were the three objectives of the Conference where the notable members of Japanese Society along with Chinese Government Officials were present when the Emperor of Japan and the Emperor of China signed the Kyoto Accords.
The Kyoto Accords
In order to bring stability and modernization to Japan as well as to quell any civil unrest, the Emperor of China and the Emperor of Japan have agreed to the below points in order to ensure stability.
1. All Chinese troops will withdraw from the Japanese Isles in 6 months with the exceptions of 5 divisions that will stay to train Japans new army and defense force.
2. The Emperor of Japan is granted supreme power over domestic issuesin Japan and is to establish a new Government with Japanese officials in 2 years with the aid of Chinese political advisors.
3. The Chinese Empire will aid in the industrialization and modernization of Japan as well as to increase the pool of educated workers until Japan has modernized and industrialized sufficiently to enter the Middle Industrial Age.
What the Accords did was grant Japan the same status as Tibet and Korea. Much, if not total autonomy over their domestic issues in an effort to stabilize the Empire on whole. Rebels thus revolting in Japan as in Korea and Tibet against Qing China would be revolting against the Rule of the Emperor in Japan's case, and in other cases against a native government.
