“After you sign Emperor, you will have more power then any of your predecessors. You will be the final decision make, Supreme Ruler, Supreme Commander, and Emperor of All Japan.” –Minister Sha Fey at the Conference of Kyoto

Japan was a powder keg ever since it’s conquest by the Qing Armies and still iss. In a State of the Empire report made by the two former regents when the Emperor turned 18, Japan was highlighted as the highest concern for the Qing Dynasty. A land still stuck in the Medieval Era with samurai, daimyos and shoguns not far from memory the Qing Dynasty had attempted to remodel and modernize Japan with varying degrees of success.

As a new era dawned upon the world and new leadership took power in China with new goals in mind and objectives they naturally decided Japan was not worth the effort to keep. As more and more powers were granted to the Japanese Puppet (Puppet no longer) Emperor it was really an attempt to save face. Emperor Guangxu knew in his heart that China would not rule over Japan, so he did the next best thing.

Thus communication between the two Emperors, one of a vast land Empire the other of an island chain began in earnest. The Kyoto Conference was the result of the communication to begin hopefully a new peace and to bring prosperity into Japan molding it in another form of China. Centralized, cultured, and educated were the three objectives of the Conference where the notable members of Japanese Society along with Chinese Government Officials were present when the Emperor of Japan and the Emperor of China signed the Kyoto Accords.

The Kyoto Accords

In order to bring stability and modernization to Japan as well as to quell any civil unrest, the Emperor of China and the Emperor of Japan have agreed to the below points in order to ensure stability.

1. All Chinese troops will withdraw from the Japanese Isles in 6 months with the exceptions of 5 divisions that will stay to train Japan’s new army and defense force.

2. The Emperor of Japan is granted supreme power over domestic issuesin Japan and is to establish a new Government with Japanese officials in 2 years with the aid of Chinese political advisors.

3. The Chinese Empire will aid in the industrialization and modernization of Japan as well as to increase the pool of educated workers until Japan has modernized and industrialized sufficiently to enter the Middle Industrial Age.

What the Accords did was grant Japan the same status as Tibet and Korea. Much, if not total autonomy over their domestic issues in an effort to stabilize the Empire on whole. Rebels thus revolting in Japan as in Korea and Tibet against Qing China would be revolting against the Rule of the Emperor in Japan's case, and in other cases against a native government.

The Federated Kingdoms recognizes the nation of Japan and welcomes it to the community of nations. We hope for a long and peaceful relationship.

"What's this, then?" he asked, taking the opened envelope from his compatriot's extended hand.

"A letter from J_____, just arrived by post from Shanghai. It seems the Chinese have granted independence to Japan. I suppose he thought we might be given hope by it."

"In that he was correct. If one nation can see the folly of its ways, and right itself before it is by necessity destroyed, than so can another... and so can our own oppressors. But do not hold out much hope for that, my friend; they have been stubborn these last centuries, and I do not expect that to change unless we give them proper reason to."

"Shall I send a letter of response?" asked the younger man.

"Yes, send him this," he said, and he quickly wrote some words on a piece of paper at hand.

The letter read thus: by God's grace, that same victory.

The Chinese Empire informs that nations of the Federated Kingdoms, French Empire, and unknown rebels that Japan has not been given independence and requests that they rescind their recognition.

OOC: You all just ignored the last paragraph :p

Way to... write a completely misleading story? Seriously... I don't see how they *weren't* given independence.

IC:

The FK applauds their further autonomy, then.

Funny How I know where this is going.

Would anyone know what time the deadline passes tomorrow for...

*checks wall map*

The Eastern Coast of the U.S? I have a story that can only be posted after it, and while I can write good stories, I can't figure out when the deadline is, in my timezone.

10 AM EST, I believe.

And furthermore:

"It says we've got support from a new friend," he said, as he put down the communique the young messenger-boy had brought him. "A powerful friend, at that."

"That's all good, but what support is this 'friend' offering us? No number of words -- regardless of who speaks them -- will deter our enemy from resisting us, I think."

"They do not offer words, brother; no, they are indeed silent. They speak for us with guns and cannon. That is their gift to our cause."

"So be it, then," said the older man, sinking back into a chair. "Let them speak loudly enough to show all the world what can be wraught by righteous anger."

OOC: Chinese court politics, East Asian way thinking you European, and etc would never understand :p Panda probably could, but glorious France held Vietnam too long for him to count ;)

@Krimzonstriker, I know where it'll end too. In fire and grapeshot i bet you :p

Orders sent. Heaven speed China

Once more, anyone who forms a rebel group in China will be hunted down and killed in every nes if possible. Yes, I will form a grudge against you. You have been warned  (yes, that includes you too kal'thzar)

So are any of these rebel PC working on the same group? That could get awkward come the revolution...

Sooo Japan is as indpendent as Korea or Tibet? That is 'generous' and we also welcome their further autonomy.
