This treaty sadly does not really satisfy us. Portugal often gets requests from so-called "backward nations" to help them with ecnomic support and education. Although we are allways eager to help a nation to enter the world of civilisation and to leave the hell of savageness (which of course does not apply to your nation), we are not willing to do so without recieving some recognation.

In your treaty Portugal shall assist here, and sponsor there and supervise here, and in return we will sign a mutal trade agreement. Well thats fine, but not fine enough.

Of course. But Nian Gengyao isn't just "some official," the soldiers will have no idea who you're talking about. If you said, "Your beloved General Nian Gengyao, who has led the mighty nation of Han China to glorious victories in Burma," that would catch their attention.

Conservative pundits such as the good Doctor Lopez urged slower time scales with the process not being complete for two decades or more, but in the end the liberal coalition headed by the President managed to persuade the congress to engage in a fast and streamlined entry arrangement. It was decided that four new states were to be inducted each year, with the states themselves being defined below…
