We applaud this proposal made by the Ottoman Empire, and we hope that the Russians will have the sense to sign it. By signing peace, both nations ensure themselves of stability, and of security. By refusing to sign it, however, both nations put their future in severe doubt. France does not wish to intervene in any war, but it will if it finds that there can be no peaceful solution.
What the Ottomans have proposed, however, is that solution - a fair, and equitable solution. It is now up to the Tsar to sign it.
