To: France
From: Portugal

We wish to have a ceasefire with you and your allies until a proper peace treaty can be signed. We do not have the time to discuss one as in less the 24 Hours the King will descend into another dimension without 'computer' access. We wish to have a ceasefire and then finish negotiations at another time.

TO: The International Community
FROM: His Royal Highness, Julien-François I, King of the French

France has finalized what is, in our opinion, an equitable peace, one which shall create lasting security on the European continent. We publish it for your review, and for the powers involved in this conflict to sign it.

THE TREATY OF VIENNA
Signed 1753, Anno Domini

The Kingdom of France, having recieved the unconditional surrender of the Greater German Republic, and having signed a cease-fire with the Russian Union, has agreed to negociate a peace, at the request of both her allies, and her enemies. Therefore, in order to create a lasting peace, one in which the aggressors of this war punished justly, and one in which the future of Europe is secured, The Kingdom of France sees fit to propose the following treaty, representing all the allied powers, to the defeated nations of the Greater German Republic and the Union of Russia. The following treaty has been proposed at the site of Vienna, within the gathering of allied coalition forces currently operating in the lands of the Greater German Republic.

SECTION I.
ALLEMAGNE

ARTICLE I.
The nation of the Greater German Republic has agreed to an unconditional surrender. France accepts such a surrender, and therefore, by issuing such a proclamation, the Greater German Republic has henceforth agreed to abide by the terms of a peace as proposed by the Kingdom of France and her allies. This includes, but is not limited to, territorial concessions, terms of disarmament, and payments of reparation. The Greater German Republic shall withdraw its armed forces from all territories beyond its own borders. Such a withdrawl is to be done in a peaceable manner, and all damages caused by the withdrawl shall be charged to the Greater German Republic and all subsequent states, as additional reparations payment.

ARTICLE II.
The nation of the Greater German Republic shall accept its responsibility for the shattering of peace on the European continent, and shall thusly apologize to each and every coalition member on the European continent. This includes the nations of the Papal States, The Union of Scandanavia, The Byzantine Empire, The Kingdom of Euskadi, and the Kingdom of England.

ARTICLE III.
The nation of the Greater German Republic, having accepted its responsibility as the aggressor in this conflict, shall agree to a disarmament of her armed forces. The Greater German Republic, at any time, shall be limited to having an military force of 20 Divisions on land, and shall not be allowed an operational fleet. The Greater German Republic shall agree to the allowance of French military inspectors within her territory, to ensure that such disarmanent is conducted. If such terms of disarmament are violated, than the Kingdom of France, and all parties to this treaty, are allowed to renew hostilities immediately against the Greater German Republic.

ARTICLE IV.
The nation of the Greater German Republic, having betrayed the Kingdom of France after it was given the territories of the former Confederation of the Rhine through diplomatic agreement, shall return said territories to the Kingdom of France, and shall cease all former claims upon said territory. The Greater German Republic shall oncemore recognize the government of the Confederation of the Rhine as a government suzerain to the Kingdom of France.

ARTICLE V.
The nation of the Greater German Republic, having relinquished the control of a large portion of the geographic region of Germany, shall no longer call itself the Greater German Republic, and shall instead hold the title of the Republic of Brandenburg, representing the seat of its government, in the former city of Berlin. The Republic of Brandenburg shall hold no claims over the territories of the confederation of the Rhine, and shall hold no claims over any territories beyond its current borders, regardless of the population make-up of said territories. Chancellor Friedrich Von Dunkelheit, having been the aggressor in this war, shall resign his post, and shall agree to give up all political aspirations for the future. Failure to do so will result in his arrest, aswell as a renewal of hostilities against him and the Republic of Brandenburg until he is apprehended. In short, the Republic of Brandenburg shall not be considered the state of the Germans, and it shall not, in any way, represent the whole of the German heritage. Such representation is passed onto the King of France, Julien-François I, who shall now hold the title of the King of Germany.

ARTICLE VI.
The Republic of Brandenburg, having relinquished both the title of the Greater German Republic, and the territories of the Confederation of the Rhine, shall now relinquish the territories of both Illyria and Croatia and the Hungarian/non-German majority territories of the south. The territories of Illyria and Croatia shall be relinquished to the Papal States, whilst the Hungarian/non-German majority territories shall be relinquished to the newly-created nation of Hungary. The formation of such Nation shall be detailed in SECTION II of the treaty.

ARTICLE VII.
The Republic of Brandenburg, for the damages caused in the region of the Rhineland by the Greater German Republic, shall pay an economic reparation of 3,000,000 Francs (3 EP). The Republic of Brandenburg shall also pay 1,000,000 Riksmarks (1 EP) to the Union of Scandanavia, and recognize said Union's claim over the city of Danzig.

ARTICLE VIII.
The Republic of Brandenburg, having agreed to all previous terms, shall sign a 10-year Non Aggression Pact with the all allied powers, and shall relinquish forever the ability to conduct its military in offensive operations beyond its borders. The Republic of Brandenburg shall also, upon the signing of this peace, hand over all research it has conducted concerning the cure for Smallpox, in its project classified as "Hope". Furthermore, the alliance between the Republic of Brandenburg and the Union of Russia is thus terminated, and both nations shall be allowed no agreements above those of Non-Aggression.

SECTION II.
L'EUROPE D'EST

ARTICLE I.
The Union of Russia shall withdraw its armed forces immediately from the territories of the Union of Scandanavia, the former Kingdom of Finland, and the former Krakow Union. The Union of Russia is to conduct such a withdrawl in a peaceable manner, and all damages incurred by such a withdrawl shall be charged to the account of the Russian Union as debt and reparations payment. The Union of Russia, along with its former allies in the Republic of Brandenburg, shall accept responsibility for the war. Furthermore, the alliance between the Republic of Brandenburg and the Union of Russia is thus terminated, and both nations shall be allowed no agreements above those of Non-Aggression

ARTICLE II.
The Kingdom of Finland shall be restored to its previous borders upon the withdrawl of all Russian forces from its territory. A Monarch shall be appointed from a member of the former Finnish Royal Family most closely related to the last monarch, King Frederik II. The Kingdom of Finland shall renew its alliance with the Kingdom of France, and shall also establish one with the new Union of Scandanavia. In additional to its renewal of alliances, the Kingdom of Finland shall renew its former agreement with the Kingdom of France concerning the port of Helsinki, and shall allow the Royal Navy of France to station a sizeable fleet in said port, and ensure the security of the Baltic Sea. The Russian Union, aswell as the Republic of Brandenburg, shall be allowed to make no agreement with this Kingdom other than an agreement of Non-Aggression.

ARTICLE III.
The Union of Russia, recognizing that its invasion of the former Krakow Union was an illegal action, one which was a precursor to war throughout the European continent, shall agree to a withdrawl from the former territories of said Union. From these territories shall be created both the Kingdom of Poland and the Kingdom of Hungary. The monarchs of both of these nations shall be appointed by the Kingdom of France from members of previous royal-lineage. These Monarchs, once appointed, shall assume the leadership responsibilities of their nation, and shall also be required to form parlements, in the French model. These new nations shall both sign a defensive pact with the Kingdom of France, to ensure their protection. The Union of Russia aswell as the Republic of Brandenburg, are restricted in their dealings with these kingdoms, and shall be allowed no greater agreements than those of Non-Aggression.

ARTICLE IV.
The Union of Russia, having recognized that its invasion of the former Krakow Union was an illegal action, shall thus recognize the invasion of Romania, and its subsequent Union with Russia, as illegal, and shall withdraw in a peaceable manner from the territories of the former Kingdom of Romania. The Romanian monarchy shall be re-established, a monarch being appointed from the closest blood relative of the previous monarch. The Kingdom of Romania shall sign Defensive pact with the Kingdom of France, and shall also allow the Royal Navy of France free-access to its ports in the Black Sea. The Russian Union, aswell as the Republic of Brandenburg, shall be allowed to make no agreement with this Kingdom other than an agreement of Non-Aggression.

ARTICLE VI.
Finally, the Union of Russia shall declare to a policy of non-involvement in Eastern European affairs, unless its security is directly threatened. Following this declaration, the Union of Russia shall sign 10-year pacts of Non-Aggression with the Kingdoms of Poland, Hungary, and Romania, aswell as the Union of Scandanavia. The Union of Russia shall pay an economic reparation to the Union of Scandanavia of 3,000,000 Riksmarks (3 EP)

SECTION III.

ARTICLE I.
The Union of Russia, having agreed to the terms of SECTION II of this treaty, shall now agree to peaceably withdraw from the lands of central Asia under the current occupation of the Empire of Dar-al-Islam. The Union of Russia shall recognize said lands as the territories of Dar-al-Islam, and shall relinquish all former claims upon said territories. The Union of Russia shall also withdraw from all lands it currently occupies in the Cacasus.

ARTICLE II.
The Union of Russia, having illegaly taken the regions of southern Mongolia and Sinkiang from the Qing, now Hanhua, Emperors, shall return said land to the extent shown on the maps attached with this treaty. The Union of Russia shall relinquish all previous claims upon these lands, and shall relinquish its charge of protecting the Mongolian tribes, tribes which are subject to the authority of the Hanhua Emperor.

ARTICLE III.
The Union of Russia, having illegaly attempted to invade the Empire of Japan, shall cease all hostilities with said Empire, and shall now withdraw from the Island of Sakhalin, recognizing it as a Japanese Imperial Territory. The Union of Russia shall also recognize Japanese gains in the region of Manchuria and Eastern Russia, and shall cede these regions to Japan, along with the Kamchatka Peninsula - which shall be ceded to ensure the security of the Japanese home islands and other pacific possesions from future Russian aggression. In other news, the Estados Unidos de America formally signs the treaty of Vienna.

Well, even though Xin Han is neither an Allied power nor otherwise mentioned in the signatories, we are mentioned multiple times in the treaty, so the Hanhua Emperor will sign it if such is the desire of the French and other signatories.
