We have held out time and time again, and will continue our fight for freedom until such time that we are free to govern ourselves. However, being the wise and benevolent leader that I am, I propose an agreement, not unlike that you gave to your North American colonies, in which we will be tied to you through our foreign and economic affairs, but we are granted the ability to govern ourselves. Ultimately this would spare French lives and free up your forces to where they are necesary, perhaps against the rebels within France itself.

France, upon consideration of your offer, is not wholly against such an agreement, whereby the realms of South East Asia become independent provinces under which still respect the suzerainty of the Imperial Crown. However, the Empire is only willing to release the realms of Siam and Indochina - Burma, and the colonies of the South Pacific are to remain under direct Imperial Control. Furthermore, we still wish to maintain a permanent lease over the city of Singapore (much like the Japanese lease over Gaoxing), and we shall pay you a sum of 2,000,000 Francs this year to ensure the lease.
We hope that you agree to this offer - this shall give the peoples of Southeast asia their much wanted autonomy.
